Bangladesh's prime minister acknowledged Thursday that her nation's garment industry is beset with problems, but said her government was moving rapidly to fix them.
"Bangladesh now is a place for good conditions for the investment," Sheikh Hasina told CNN's Christiane Amanpour eight days after a nine-story building collapsed on the outskirts of Dhaka, killing at least 437 people, most of them garment workers. She said 2,437 survivors were pulled from the rubble, where recovery work was continuing.
"Yes, there are some problems," she said, but added that a committee has been formed to ensure the safety of buildings and workers.
"This committee will submit the findings to the Cabinet committee and, side by side, we have been trying our best to improve the situation."
Asked about reports that only 18 inspectors are responsible for overseeing safety conditions in more than 100,000 garment factories in and around the capital city, she said, "We don't depend on only ... those inspectors."
Steps to improve conditions were taken before the collapse of the building in Rana Plaza in Savar, she said, citing passage by the Cabinet of a labor law that will be sent to Parliament.
Hasina noted that workplace disasters have occurred in the United States, too; she cited last month's explosion of a fertilizer plant in West, Texas, in which 14 people died.
"Anywhere in the world, any accident can take place," she said. "You cannot predict anything."
Amanpour pointed out that local officials predicted that the building could collapse after cracks appeared on its walls on April 23, and they urged workers not to re-enter it.
"You are very correct," Hasina said. "Unfortunately, in the morning, the owners of the factories put pressure to labor to enter."
She praised government officials for having tried to prevent the workers from the five garment factories in the building from re-entering it on April 24, the morning of the collapse. "It is not true that the government hasn't taken any steps," she said.
She blamed the owners of the five factories as well as Sohel Rana, the building's owner, and disputed the suggestion that their political connections could protect them.
Rana is under police investigation in relation to the deaths and has had his assets seized. Protesters have called for him to be hanged.
"The law will take its own course," she said. "Criminal is criminal. They will get all the necessary action; that we can assure you. It is our promise to the people."
Hasina added, "Any business person, if they commit any kind of crime, our government always takes action."
She pointed to the companies that source their products from such factories, saying they should pay well enough that factory owners can pay good salaries and ensure the business is safely run. "They're partly responsible for it," she said.
And she urged that the disaster be considered in context. "You cannot blame the whole business or whole industry just for one incident," she said.
Hasina said officials in her government "are in favor of labor," having increased the minimum wage by 82%, built dormitories and seen to the health care needs of workers.
But the collapse of the building is only the latest in a string of fatal incidents that have beset the industry in recent years. A fire five months ago at a garment maker in another suburb of Dhaka killed at least 112 people.
Hasina expressed little fear that international companies would stop doing business in Bangladesh as a result of the disaster. Investors have tapped into the Bangladeshi market not just because of its high-quality workers, she said. "They get cheap labor," she said. "That's why they come here."
Hasina denied that the killing last year of a labor leader signified that her government was hostile toward unions. Aminul Islam's body, bearing signs of torture, was found four days after he disappeared in April 2012.
"Nobody knew that he was a labor leader," she said. It was only after his body was found, she said, "that we came to know that he was a labor leader and he was assassinated."
More than a year later, she said, the case remains under investigation.
The interview was carried out via satellite by Amanpour in New York and the prime minister in Dhaka. CNN has been unable to gain visas from the Bangladeshi government that would allow the network to send reporters to cover the country first-hand.
But the prime minister disputed that assertion, which was corroborated by a CNN executive. "It is not true," Hasina said. "We never stop any media to come to Bangladesh."
Asked about restrictions on coverage imposed by the visa office, she said, "Every country has these rules and regulations."
Thursday's interview came as activity resumed at thousands of Bangladeshi textile factories.
Millions of workers in and around the Bangladeshi capital of Dhaka returned to duty after the trade group that represents the garment industry decided it was safe to do so.
This week, a delegation of the International Labour Organization arrived in Dhaka on a four-day visit to Bangladesh.
"Horror and regret must translate into urgent firm action," said Guy Ryder, the organization's director-general. "Action now can prevent further tragedy. Inaction would mean that the next tragedy is simply a matter of time."
The incident has provoked widespread protests, including attacks on some textile facilities the demonstrators said were unsafe.
The garment industry accounts for 77% of Bangladesh's exports - a $20 billion industry for the nation.

Bangladesh needs a new prime minister and most of the country's political leaders should be thrown out.

An unfortunate and negative observation about Bangladesh, Robin. Literacy rate among the adult population in Bangladesh is around 35%. More than half of them, mostly male, are corrupt and the rest of the country's population is victim of systemic corruption. Only a few of the illiterate people and women have any ability to practice corruption unless they are forced by the literate or so-called educated people there. In reality, the law and policy makers, and enforcers and protectors of laws, administration and judiciary are the roots of all corruption in Bangladesh.
I strongly disagree. The government has to change in order for the people to change (changes such as lifestyle, being able to afford education which can benefit Bangladesh). The people cannot change unless the government does not change because unfortunately, today the economy is like a big bad monster that controls us and we cannot control it. Look at Greece for example: the Greeks were known for being friendly, generous, caring etc. When the government and the economy was fine. But today people have changed because the government and the economy has changed. Some Greeks have started to become violent against foreigners (The Golden Dawn political party) and their population is increasing. So it is the government that controls us, and the only thing Bangladesh can do right now is go against this government.

Robin, you r absolutely wrong. Obviously the govt needs to change first. It is the govt who controls the people thus the country. Just giving u an example: I passed my 25 years of life in Bangladesh and now I've come to Australia to study my master. When i was in Dhaka, from the inside of my car if i needed to dispose any tissue paper or something i used to throw that out from my car window. But in Australia whenever i m into a car and i have an used tissue of mine in my hand, I never throw it from the window. I keep it with me until i see any garbage bin and thus this country remains neat n clean. See, this is not my own country. I am just an international student here. Then why I bother to throw my tissue paper in a bin rather than throwing it from the window! This is called rules and regulations which is made and controlled by the govt. In every sector of a country govt should play the most vital role. Otherwise a country never can change!

I agree with Robin, most of us are corrupted in that sense that we are those who usually choose those politicians for giving vote in election to whom we start to criticize them for their incapability when these politicians sit in Govt. chair. My question is why we choose them without gathering enough information about them and got stuck in thinking about their sweet talking and sweet promises given by those politicians before election?
Of course we should all improve as citizens. But we need leadership, coordination and strategies. Thats what we have democracy for – elected officers taking action on our behalf. We need good politcal leaders because politicians are blocking our progress. The first step in taking personal action to improve the country is to demand reform of our politics. They are claiming that the number of the missing people is not more than 125. Now, you are not one the teams who were helping in rescuing the people. Several hundreds of civilians were at help of the agencies in rescuing. The whole place is surrounded with cameras. Total dead bodies are about 450. According to the police of Bangladesh,the number of missing workers is 1178 and the Bangladesh Army says, it is 250 odd.

BBC was covering so why not CNN? I salute the thousands of "ordinary" persons with great feelings of humanity for rushing to the scene of disaster immediately irrespective of social standing and into the rumbles to retrieve and rescue the thousands buried inside the building while the Army, the police and the firemen sought to bring order outside where the families of those trapped and missing waited to find their beloved members.
Wanna know the list of missing people? okay just check the list of employed people who was there and see the alive people & died people list, you will get the missing peoples, where are they? are they directly submitted to haven? Today I buy 3 Boxers from H&M by 10Euroes which is Made in BD and I calculated the total cost including Tax until retail customer will be maximum 0.75 – 0.80 Cents but Saling price is 3.33 Euor per Pc...So, who is drinking our Blood and who is helping them? One thing is more important that We should ask CNN to figure out the real fact of this Robbery...Who is the the guilty...Please dont attack each other...& dont give your valued vote to F***king AL / BNP...Good luck BD 🙂

First of All, The prime Minister shouldn't have approached such a affluential international organisation CNN without doing her homework. This was not an interview more like a trail in a court, it is every time with CNN correspondence, they would do that to any political leader let alone government .
1. My understanding was prime minister did her Phd in London, while Sheik Muzib was assassinated; what happened to her English, I bet an English Major student from Dhaka University could have spoken better than her.

i believe anything that is good is a culture and anything that is bad is also a cultural habit. for instance the Germans make very good cars. because it is their culture. u cannot make a car like German in a day or a year. most of the people of BD are corrupted because of lack of social security. most of the people dont afraid or even dont feel guilty to tell lies. now education can make u skilled and intellectual but it does not guarantee that it will make u socially morally upright. the morality will come from the society u live in. the use of conscience will come from the guardian u r under. people should change to understand the needs , requirements of the society , to hold together social bonds, social structure to practice good thinking, bring the prosperity all together. people should not take the opportunity of the distresses others.

I think Sk. Hasina government is not a government in reality. They have come to ruin that poor country. The governing body doesn’t know what their responsibility is. Watching this video it indicates that SK. Hasina, the only thing she is concerned about is her party Awami League. Bangladesh is filled with tremendous potential and in spite of all the calamities, the people of this country strive to get better. It is this political leadership that stands in its way of growth and development because of massive corruption, nepotism and abuse of power. It would be up to international journalists to use domestic resources to unearth this web and racket of these politicians and show it to the world. One of your good leads would be to investigate the family members of this ruling elite family and you would be amazed to have unearthed the cave of Ali Baba and the 40 thieves!! 430+ workers died not because of low wage or overwork. All of them died because of a badly constructed building owned by a 8th grade graduate, a known criminal , known drug lord, a known killer and a political party youth leader under the full protection of the current government. why cnn is blaming the PM. They should ask all the questions to the owners of the textile factories in Bangladesh. They are terrorizing the PM as well the government of Bangladesh, by their money power and international Strong corporate textile buyers. CNN should take interviews to the BGMA leaders.
There should always be government intervention when it comes to labour, otherwise you see slavery since most business run with a profit motive. Imagine a country's government did not care about their labour (their own people) and an international business would come and pressure the supplier which leads to the inhumane conditions of these workers. Approaching the factory workers will do nothing, they won't give a damn.

The Government of Bangladesh has surely got the responsibility for not protecting the garment workers. There are rules on the book but no implementation of it because of the rampant corruption in the country.
However a lot of responsibility comes to the buyers also, knowing the fact about the poor condition, these people send works to Bangladesh – for only one reason – maximizing their own profit. In a way they are also a part of this slavery which is not unknown to the world. I hope Christiane Amanpour will grill these people in the near future.

The GoB did not bother to form a single committee to look into the issues of the garments sector following the death of over 100 workers at a fire incident at Tajrin Fashions in 2012. They allowed the BGMEA, association of the powerful garments owners, to investigate and partly, to regulate by themselves. That is the irony.
Bangladesh needs a Worker Safety and Insurance Board (WSIB), an independent body guided by law and free from government control, to enforce compliance of workplace safety rules in factories with the ability to penalize and even close operations for unsafe working condition, and provide compensation to the victims of workplace injury or death. ILO could play a role to coordinate with international aid agencies, importers and retailers for guidance, formulation of policy and rules, and financial and logistic support to the GoB in setting up the WSIB and its initial functioning. Retailers and importers can put forward a condition to set up the WSIB by one year. This could be part of a long-term solution to the recurring issues regarding workplace safety of garments workers.

A campaign shouldn't go against Bangladesh brand. It would kill more people than 437. Instead, developed countries should regulate their companies so that, from where ever they buy product, companies should maintain the working condition. Because of the growing industries, people of Bangladesh have reduced the child mortality rate, gender gaps, and increased the education level, life expectancy, and life standard. Yes, life standard. 15/20 years back thousands of people had died for no reasons (diarrhea, malaria, hunger, flood, violence, what not!).
It is unjust to compare working condition in Bangladesh with that in US, UK or in an European country. Compare it with other developing countries like Vietnam, Indonesia, India, or Pakistan. Life in a developing country is much much different than in a developed country. Look at India, a gang raped happened on a Bus, and it is continuing. This is a developing country.

Well said. However many AL supporters blame Hasina's advisors but forget that Hasina appointed them as advisors in the first place. In a parliamentary democracy the PM is not a decoration plant (as in Bangladesh) – she is ultimately responsible for her cabinet, her MPs, her party and her government. If she can't do the job – she should go! That's democracy. Are we too stupid to understand that?
The two major political parties in Bangladesh are so inherently corrupt and care so much about power that the interests of the people have taken a backseat in their mind. But, the situation has been this way from the birth of the country. So many people are saying that the government needs to be overthrown. But if they do, who will take their place? BNP? Ershad? Hefazat-e-Islam? What we need is a complete overhaul of the judicial system in Bangladesh. But sadly, we have neither the people 'uncorrupt' enough to do that, nor do we have the means. In a country this overpopulated, with such a lack of resources, corruption will always be a problem that any government in power will have to deal with. It is how to keep it to a minimum that is the real challenge, and the true sign of a good government.

It is clear that Bangladesh building authority approve building plans without taking a good look at the building plans or perhaps, they stay quiet after receiving bribery: Engineers get their dangerous factory building plans approved (somehow), contractors either modify that plan without proper authorization (somehow)- resulting in building collapse and death of thousands of workers: Furthermore, lack of fire safety training and guidelines, weak labor law and under wage keep factory workers barely alive: I ask all international buyers to BOYCOTT Bangladeshi products UNTIL Bangladesh government address this danger in garments factory relating to building construction, building management, employee management, fire safety rules, occupancy requirements that will result in employee safety. Furthermore, Bangladesh government created a dangerously politically unstable country by allowing all kind of corruption and anti-democratic activities: again I ask all to BOYCOTT Bangladeshi product until all HUMAN RIGHTS CONCERNS are properly addressed by Bangladesh government. Garment industy in devloping world work on razor thin margins, thanks to over ambitious price target set in by larger corporation in west to maxmimise there profits. There are all kinds of calamities in devloping world including power cuts, inclemement wheather, tragedies.. but with very quick turn around time.. if the goods are not shipped on time, the entire consignment is cancelled... a consignment labelled Gap would not be picked by another customer and there goes life time of earning of the exporter. This leaves exporter with little choice... supply at all cost to remain in business... unethical practices and with just a hullobollo for workers right takes noone anywhere...

Listened to the interview with Hasina @ CNN. Hasina, as usual, was clumsy and garrulous, no amount of homework could have made it better. But the CNN host also seems to be unaware of plain facts. Since when did Mr. Sohel Rana become the "top leader of Awami League" or "head of the youth league" ? Was Aminul Islam really a "major union leader" ? Also the claim that CNN was "not allowed" to cover the story seems absurd. First, there are specific rules for journalists to obtain visa to BD, like everywhere else in the world. The FF-I and II forms need to be filled which takes 21 days to get approval. The story line of the report needs to be submitted, not only for this particular event, but for any story one wants to make. Being a citizen of Bangladesh,I am afraid why the issue of Aminul islam came here on it..When no body knows him.I don't find this was relevant to ask a PM of Bangladesh on an interview.Moreover, i am sorry about the fact that the interviewer should not tend to hurt on some bodies ego when some one is the elected prime minister of a country and should not interrupt while taking an interview.It could have been in a good manner. I must say that the tragedy is being used by various quarter for their benefits. In response to such a disaster, vested interest groups have drawn other issues and have diverted the responsibility to others. CNN has failed to conduct in depth analysis of the situation and have provided details very superficial during the interview. Even the Pope has demonstrated his inabilities to access the situation by stating "Slave Labour".
The Tragedy is simply a results of poor construction. The reasons behind the poor construction can be in many folds. First of all, it starts with landfilling of a waterbody; improper piling for the foundation of the building, wrong load calculations,inferior construction materials, faulty constructions,lack of supervisions,etc.. Failure of the authorities to inspect in various stages of construction and also to certify the building safe for inhabitation. The answer to these questions by proper professionals shall hopefully lead to proper systems to prevent such tragedy in the future. Many buildings in Bangladesh has similar status in term of safety due to poor construction including apartment building.
You have rightly stated "Corruption" is the single most reason behind this tragedy. Even after the crack appeared, public officials declared the building safe. Which resulted in large number of casualties.
"Garment Industry" bashing is becoming a major issue for Bangladesh. Most people blame Garment Industry for all the woes especially vested interest groups. You really need to survey the wages throughout various industries and find the median wages and then compare the wages paid along with the benefits. You can not compare wages with other countries wages and draw your conclusions. International trade bodies and local NGO's would like you to believe that wages are unfair. Do an independent study, also do a feasibility study on a garment industry and find out how profitable is it. Comments that poor standards are due to greed for increased profit is simply not true. There are obviously people, who do not comply with norm and create unsafe workplace, but that can not be generalized. Folks must realize that only better governance will deliver a healthier and safe workplace for Bangladesh. Not by destroying the only industry that has allowed the female population to take charge of their lives and determine their destiny. This industry has saved the women from far more hazardous environments in both their domestic and workplace lives. Issues with Trade bodies is subject to the labour laws. Labour laws are simply weird in Bangladesh and thus trade bodies remains undesirable for businesses.
There was a shopping center in the building, no mention of the shop's owners or their employees. This is sad.
Humanity binds us all. We must not forget any soul lost in this tragedy. We should all help the survivors to deal with the trauma and their future.
Hope you would do more in depth research before drawing conclusions.

IMO, Sheikh Hasina was doing what any leader of a developing country riddled with corruption would do. She defended her government's action. RMG is big industry. There are big firms which have very good standards. And there are some which don't fully meet standards. Stereotyping wouldn't help the country in this case.

I usually turn off my TV whenever I see that lady addressing in public or in an interview; and the reason is very simple, that is she is a BIG LIAR. She is the godmother of all criminals. She can't tolarate her criticism so she has already banned so many leading news papers, TV channels of Bangladesh and arrested on of the leading editor and journalist, tortured him on police custody. First of all Thank You CNN and Amanpour for covering this! She is so blatantly lying all through out the interview-which is evident to everyone! This is a disgrace to our Country! She is set on turning Bangladesh into another Pakistan, or might I say, into another Afghanistan while making as much monetary profit as possible. She should be taken in custody and put into a criminal if not mental asylum (I say asylum considering that there will be so many people who would rather see her dead, and this goes for the Leader of the main opposition party as well).
But, most of all, it is about time that the international society gets an insight into how careless the Bangladeshi government is about their people and how far they can go to ensure their personal prosperity.

Your source provided incorrect information Bangladesh has 18 satellite channels and none of those are censored. Your team wants to go to Bangladesh without filling a visa form? How BBC and other reported the events? How would you not distance yourself with Clinton family and NOT protect their interest? Apparently pm wants to put the blame on factory owners. Night before the tragedy one private channel broadcast Rana, s interview. There very confidently he said , building is ok. Even it came to newspaper that he faked two of his friends as engineer and assured factory owners and workers that the cracks are fine. Building is safe to work.
PM said that all the authorities told factory owner’s not to use the building night before the collapse. Then how they opened the factory? Why police didn’t seal it? Why police didn’t arrest those guys that morning for not obeying police order. We should not forget how powerful these police are! I saw the whole fourteen minutes of the interview. Its absolutely shocking. The prime minister is in denial, does not and will not take responsibility. I am also surprised to hear that CNN journalists are not allowed in Bangladesh. I pride myself knowing that I was born in a free country and there needs to be investigation about this.

So please if you want to see some change in our ordinary people’s life then this top most level people need to exposed. i don't know when you have last visited BD but i am welcoming you to see the good changes in last 5 year. Those foreigners who are now questing about out industry, is it they don't know how much money they give us to make a garments. Why not they are giving more money to improve worker life style. it is not easy to change everything in one day but we will one day. by giving average $ 4 to 5 we are producing a garments for those foreigner where they are buying the garments by at least $ 15. So they should give push to their retailer to buy the product with fare price. If we didnt produce garments by low cost, those foreigner might not get a cloth to wear.
