Russia could invade Ukraine 12 hours after order, says NATO commander

Russian troops could invade Ukraine within 12 hours of getting an order, General Philip Breedlove, NATO’s Supreme Allied Commander Europe, told CNN’s Christiane Amanpour on Wednesday.

“It’s my opinion that they could move within 12 hours of a go,” General Breedlove said from NATO headquarters in Brussels. “So essentially they could move right away if given the go.”

General Breedlove said that there are now 40,000 Russian troops massed on Ukraine’s eastern border.

But even that number, he said, doesn’t tell the full story.

“This is a combined-arms army, with all of the pieces necessary should there be a choice to make an incursion into Ukraine,” he said.

Forces are “supported by fixed-wing aircraft [airplanes], rotary aircraft [helicopters] – all of the logistics required in order to successfully make an incursion if they needed.”

NATO announced on Tuesday that it will suspend "all practical civilian and military cooperation" with Russia because of its annexation of Crimea.

Ukraine is not a NATO member, but many countries that are members – such Poland and the Baltic states – have voiced their increasing anxiety about Russia’s recent actions.

General Breedlove said that he is preparing strong options to deter further moves by Russian President Valdimir Putin, including ground forces.

“I believe it’s absolutely critical that we present both an air, maritime, and land picture,” he said. “And we’ll be developing that over the next several days.”

“I believe we already have a very good plan for sustainable air. I think we have a plan that is coming together very nicely for sustainable maritime.”

“And now the tougher discussion will be with our allies about what is that land component that will be the reassurance piece that carries us into this new paradigm.”

        have you noticed by any chance who voted with Russia on the Crimea issue: 11 countries. North Corea, Syria, Cuba, Venezuela, .... wow, these are the world leaders in Democracy. I am shaking about "how many in the world" are fed up about the American. Come on, wake up and read recent history to understand what is really going on. And by the way, nobody is perfect, also not the americans, but there are still rules in the world: STATUS QUO is the most important of them. And this has been breached by the russians. Now shall we start in Europe to claim back areas which belonged to us before one day? I am German and I would have a long list. Lets be intelligent and not move borders anymore – only this gives us lasting peace.

        I am not from the US nor do I love the US but the US is the only force now keeping order in the world – by e.g. making sure that oil vessel routes are not held hostage or that North East Asia does not implode...
        Russia has had great history and valuable contributions to mankind but currently it is just an underdeveloped poor country with almost no industry where citizens are undereducated and misinformed. They might want to get back their pride but this is the wrong way; Putin needs to be told that he cannot do whatever he wants to.

        Bless, I totally agree. And I can assure you there are many, many more people around the world that are completely fed up with the powers to be and the elite who run the largest corporations.

        The powers that be want to portray a power struggle i.e. between the West and East (China/Russia) and yet the West invests heavily in China/Russia and vice versa, and in turn the West is allowed by China/Russia to invade other countries killing hundreds of thousands in Irak, Libya, Afghanistan and even in Palestine – all this is being done because "they all want peace and prosperity for the people" – the reality is they care not for human lives.

        This is a complete set up by the elite few whom we, the people, allow to run the world to be able to enter into wars in the East and kill more and more people to de-populate the planet. In the West, they do it by stealth through the diseases they created (mad-cow, AIDS etc etc), through impoverishing and stressing people in every day life by imposing that people pay for every little thing (what's next, a tax on the air we breath?), and through poisoning consumers through the foods sold on mass in supermarkets – It is a disgrace.

        People around the world are starting to awaken to their motives ad games because our consciousness tells us that these people do not have a conscience, and they obviously want us to ignore ours by putting fear into us and creating stress in this illusion of a system that we call democracy.

        Well it's not going to happen, as we are finally, after a very long time, awakening.

        I hear, read and understand some of the fear, resentment and frustration projected towards western powers like NATO, EU and specifically and most often the US. This type of behavior is quite typical towards regional and world powers by those who disagree with their influence and has been displayed throughout history against each contemporary superpower during their age.. And many would rightly acknowledge your opinion, bless, both inside and outside the US. We (US and western allies) are by no means perfect and yes, we have made plenty of mistakes in the past. We have acted on false claims, we act too quickly when not necessary and not quick enough when it is. But, in general, we do a decent job of helping to maintain global security, maintain peace/deter larger scale confrontations and do not invade other countries for land or resources. Furthermore, something most people in this world forget – freedom of trade through the seas is maintained primarily by the US. People are so quick to criticize the US and blame us for being "imperialistic." But many of our critics, while cursing us out, are ironically able to eat their dinner and enjoy other goods in their home because the US navy contributes overwhelmingly to security at sea. Just ask any Australian or Kiwi of this. Australia and New Zealand are two examples of nations who's prosperity has developed because of American sailors and navies ensuring that the sea remains open for all. And yes, I know they are close allies to the US and have decent navies of their own. But these are, in the words of Australia's Army Chief, second tier powers which would not be able to maintain safe and free sea trade without the US. And aside from these, many other nations similarly benefit from this open trade that the US provides, even countries and people who like to criticize us or are not in agreement with us. And although we did wage two wars which were strongly opposed both at him and abroad, do you see us keeping resources or territory for our own gain? Afghanistan just had a peaceful vote to decide their leadership....a vote that the Afghan community conducted by their own free will and not by gunpoint or intimidation from either the US or the Taliban. The issue with Crimea is not the will of the Crimean people. If they honestly choose to be Russian than they have every right to pursue that through peaceful and democratic means and make it happen. But the manner in which this situation has unfolded and the actions of Russia do not truly respect the rights of the Crimean people, even though Russia acted to "save Russians". If Crimea wishes to be a part of Russia as the polls suggest, they should allow a third-party (UN for example) to conduct another vote within Crimea – this would give the decision more credibility. And if you wish to continue criticizing the US, first read a little bit more of history and compare your complaints and accusations to the actions of the previous superpowers or other "imperialistic" nations. And also take a look at the food and goods in in your home. If they aren't made in your country, you can thank the US Navy for allowing you, your family and your country the luxury of having it.

        I totally agree with Cris .. and yes i do know the history and the somehow bad relationship with Ukraine in the past... But if you calculate everything all together... You will rather forgive Ukraine for the past.. and stick with the Western World and NATO. I believe Poland has a right to be concerned about the whole situation. RUSSIA is an pure Evil. How can you manipulate poor people and everyone else by using "GAZPROM'? This is unacceptable. The sooner the West separates itself from natural resources that are being bought from Russia... the better for everyone. But this is a long process that is already deeply corrupted since members of the GAZPROM are a high ranked politicians both in UK and GERMANY... (and who knows where else)...
        PS plus... who would love to live and stick with RUSSIA? Just compare any western city even from Poland with any in Russia (not including Moscow of course).. people are poor and live like slaves with no hope for better standards of living when at the same time corrupt politicians are getting richer everyday... this is not a pure democracy and therefore its EVIL. Sooo... don't be surprised why the eastern part of Ukraine want to stick with more civilized parts of Europe.

But they do have an obligation to ensure democracies around the world are protected. So does NATO and the EU.         Russia has the power to bankrupt EU? Russia never modernized it's economy, and it's relative wealth is a result of energy export – which is something like 70% of its income. EU holds this card. Sure there is some Russian money in EU, but 70% of revenue? America is great in spending money they do not have, and they think others should pay their debts. Start focussing on your ownd "real" problems, and the world would become a better place. Keping calm is better than the chain rattling sanctions this is wiser and a true sign of strength. America is not the world police nor does it have God's mandate to interfere everywhere. Doing nothing to contain Russia's intent is worse than risking military intervention by the EU and US. Russia has a long history of this type of geopolitical strategy, so nothing will stop them from taking all of the old Soviet states including eastern Europe if nothing is done to deter them.

    As has been proven time and again, Russia only responds to direct confrontation. You have to meet them eye to eye to get them to blink and back down. NATO needs to match their military strength and posture in Ukraine so the Russians will think twice before invading. If we only respond with harsh words and sanctions, then Russia will interpret that response as a green light to act at will. Worked for Crimea and it will work in this case too.
    Doing nothing about this is worse than taking the risk militarily.

    Well, Crimea had been part of Russia untill ukranian leader of Soviet Union gave it to Ukraine as a gift in 1954... Now Russia got it back.
    Also you don't know it but it started when the new government of Ukraine decided to make a low which doesn't allow people to speak Russian language in Ukraine and most of Crimeans are Russians. So..... After Russia entered they started to say that the low needs to be adjusted, that they need to think.

    And another thing- who is talking now about all this? NATO and the US? Well guys, when you invaded Iraq despite they didn't have any chemical weapon, there were no sanctions... You can say you didn't take the land... Well, you took the oil, meaning a lot of money, so big profit. You also killed many thousands there.
    You bombed Belgrad killing many people. What the h..l you did it?
    You killed many in Libya.
    Afghanistan- the same story. And everywhere no sanctions, everything was for free!
    And many other places.
    Turkey took part of Cyprus. Sanctions? No! Because they are NATO member!
    Kosovo. Albanians came a hundred years ago there when it was Serbian, now they got separated. They sell drugs and organs now.
    So guys, it's not up to NATO and especially the US to discuss about these things.

Europe in the past has not had much luck when invading Russian territory. America is also not much better when it comes to invading other countries sovereign territory. If this would turn into an armed conflict with the US and Russia there won't be enough candles and ribbons in the US for all the causalities they may suffer. Russia is not one of the weak, poorly armed Arab countries. While the Americans are at it they could also give Hawaii back to the Hawaiians since they also annexed Hawaii.

    What does Nato think? That a few airplanes flying near the Russian borders are scary enough for Putin to deter him? Are they suddenly going to move in soldiers while no European at least want to die for a bunch of fascists? Maybe Breedlove should tell the world that America who seemed to have hidden torture for the world and is killing women and children with drones or invaded Iraq without any UN backing knows what is best for Europe? Or does Breedlove sees a good sales opportunity for American gas in Europe maybe? Or maybe the US military will sponsor terror once again, maybe we soon see the Taliban reappearing at the White House just as under the dumbed Ronald Reagan. Yes Reagan murdered a lot of Russian soldiers in Afghanistan but the party he sponsored killed numerous Americans a few decades later. If you want to harvest a perfect storm the Americans should now sow the seeds of a tiny breeze.

    People around the world are completely fed up with the powers to be and the elite who run the largest corporations.

    The powers that be want to portray a power struggle i.e. between the West and East (China/Russia) and yet the West invests heavily in China/Russia and vice versa, and in turn the West is allowed by China/Russia to invade other countries killing hundreds of thousands in Irak, Libya, Afghanistan and even in Palestine – all this is being done because "they all want peace and prosperity for the people" – the reality is they care not for human lives.

    This is a complete set up by the elite few whom we, the people, allow to run the world to be able to enter into wars in the East and kill more and more people to de-populate the planet. In the West, they do it by stealth through the diseases they created (mad-cow, AIDS etc etc), through impoverishing and stressing people in every day life by imposing that people pay for every little thing (what's next, a tax on the air we breath?), and through poisoning consumers through the foods sold on mass in supermarkets – It is a disgrace.

    People around the world are starting to awaken to their motives ad games because our consciousness tells us that these people do not have a conscience, and they obviously want us to ignore ours by putting fear into us and creating stress in this illusion of a system that we call democracy.

    Well it's not going to happen, as we are finally, after a very long time, awakening.

    All these years we were lead to believe that NATO was created to counter Russia, and that the western countries pushed more and more eastwards to bring countries like Poland into the NATO framework and to further keep Russia in check. This paradigm has suffered a setback with the annexation of Crimea. The coming days will demonstrate whether this entire concept of NATO was only hot air, when the real challenge has to be confronted – fighting Russia. Very interesting times. It is very clear NATO does not have the manpower on the ground. They are still relying on video games (high tech) console types of weaponry, which is yet to be tested in actual warfare.

    About gay rights and democracy: In Russia we have free medicine, free education, a lot of benefits for large families, for retirees, also we have a lot of problems, but really life now is more better, than 10 years ago. Our government does a lot for the development of culture and sports. We have overcome a very difficult period in the nineties. Now our economy is in the recovery stage. And as for me, as for narrow person, it`s better to live in country which that cares about people's health, their education rather than the establishment of democracy on the planet.     I come from Czech republic, my country was occupied by nazi Germany during the 2WW and by the Russian army for more than 20 years (1968-1991), so we have some experiences with the european agressors. Unlike the Russians, the Germans went through catharsis and now appears as a democratic nation that respects its neighbors, their territorial integrity and sovereignty. Unfortunately, Russia today is in a state of nostalgia for the Soviet Union and dream again about the great empire. And it is very dangerous, not only for the Europe.

    Putin grabbed Crimea, but now he's stuck. Instead of achieving his dream of leading a new mini-USSR, he's head of a country whose economy was damaged by a few simple moves to increase the uncertainty of foreign investors. The cost of Russia's debt went up, the ruble went down, and nothing is going to solve Russia's main problem – the population is continuing to decline because of the crappy living and working conditions for 90% of the people, not to mention the mysogyny that Putin is proud of but that makes women not want to start families. Putin has Crimea, but he can't supply it with water, electricity, or land transportation. He can't go any further into the Ukraine; the rest of the world will go ballistic. Already, NATO has plans to strengthen the defenses of Lihuania, Estonia, and Latvia – not what Putin wanted. Poland is going to gear up with or without NATO. The Ukraine will get at least technical equipment from NATO. The longer Russian troops are at the border, the more help NATO will give and the stronger Ukraine will be. Putin has only one card to play, but he used it before – and that's to cheat astronomically in Eastern Ukraine when the May 25 election is held. But since he has done that in the past, Kiev will be smart enough this time to have foreign observers. Putin's breaking of the 1997 treaty with the Ukraine (and with Britain and the U.S.) was a great photo-op for him at home. But now there's nothing for Russia to do except to slowly sink further into a drunken stupor.

    The main weapon is to destabilize the Middle East. Have we already seen it? Yes. Where are all the refugees fleeing? That's right, to Europe. So, Europe is being step by step filled with millions of immigrants. The consequences are clear.
    Other weak points of Europe? Its financial and political systems. We can go on and on...
    Provokations? Even the 9/11 was staged in order to pin the blame on some mythical terrorist organisation.. Kosovo?Arranging of a war between Serbia and Albania..in order to "help the albanians flee the country, NATO threw some bombs...so the country was devided. Middle East? Ukraine right now? Don't you see the same scenario repeats?

    Blaming the West is the easiest way out for people that have there own problems. Everyone around the world expresses there hatred toward the United States until they need them. As a normal American, I have nothing to do with foreign policy but yet it seems to be the peoples fault for our governments decisions. Imagine if the United States took our noses out of everything. World War III would break out. North Korea would invade South Korea, Russia would invade all Eastern European nations, Israel would start an offensive in the Middle East, and Iran along with Syria would think they could try to take over that region. Is that what the world really wants? NO! So our policies keep the world somewhat safe and livable. If we backed off on the war on terrorism everyone would be at risk not just the United States. So the next time you talk down about Americans, think how we have made your way of life better. With great power comes great responsibilities and that means doing the right thing and going by international law. Hate us until you need us. Great policy world!

BTW, you do not see any Russians, North Koreans , Cubans or Iranians searching the waters of the southern Indian Ocean for those poor souls on Flight 370. No, but the Americans are there. America is an easy target because no matter what we do, half of you will declare that we are evil for not having done the other thing. As American citizens, we respect your country, your rights, your customs and we all realize that you have the right to grow, or screw up, your country however you wish. But at the end of the day, when the bad guys are about to invade your country, who you going to call? Germany? We love them , but sorry, no. Same for the UK, France & Canada. What we do want is for you to be free. We are tired of war and I have personally lost a family member in Afghanistan.       yours is clearly the best post by far on this message board... one that truly touches the heart... however few realize that yours is the story of common men/women across the globe, where big business and politics collude to use us and our kin like pawns in their larger game of chess... American / Russian / Ukranian (for that matter most countries') policy-makers don't care for the fact that their quest for regional / global/ethnic supremacy... and this has been happening between US & USSR/Russia for decades now with the third actor changing with time... and sad to see people/folks arguing over imaginary war-scenarios in such jingoistic fervor without realizing that, should such a thing happen they/we will be the first to bear the brunt... the generals, leaders and biz-men find a way to thrive even in wars!!! Times are changing and this connected world of mobile internet provides us all with an opportunity to form a global citizenship platform whereby we as common masses decide to pressure our respective governments to actually act "for" the people thus and in our best interests, instead of favoring big-biz, lobbies (Oil, Military hardware, Guns,etc.) or following extraneous agenda which may seem lucrative, but is actually so only in the short term.... sustained compromise on core values and blind greed and ambition have always led to historic downfalls of the best of civilizations and empires... always inflicting unimaginable loss and pain to the masses who were never party to decision-making.... Today's connected world give us a voice as citizen's of the world... and who said we cant question our respective governments on foreign/military policy... time has come we should when there is still time...and not wait for situations to spiral out like in Vietnam (for US) and Afghanistan (for USSR)...

    If some one can re-visit the apparent cause of Cuba Crisis in 1963- Use blockade of Cuba, USSR (Russian) Missiles 90 KM from US coast, we can perfectly justify Russia's actions in UKRAINE- NO NATO forces in my backyard. The more NATO encroaches to Russian borders and to China in the Pacific and attempt to recreate a western hegemonic power, The more the sane world says "NO Way Hose".     Look at this NATO general. Does he look like he ever fought a day in his life? His uniform is a glorified business suit.

    The only thing that will stop Putin is to put 50,000 or more armed troops with tanks and air support on the eastern border of Ukraine. If the Ukrainians don't send tanks to the eastern cities I am certain Putin will keep going. I believe the world needs to understand that either we fight Putin here, and acknowledge that the world is no longer at peace, or we will be facing further expansion of his disruptive dictatorship.

    As an American Citizen im not sure what, all the conflict is between us and russia, We live a new world, this conflict is illiusional, while the real threat to the world, terrorism, goes ignored. If the US is so concerned, we should simply beef up our military forces in western europe, and encourage our allies there to do the same. We bolster our energy capacities –
    locally, and start receding, not growing, the national debt. Also someone tell Obama, to start caring about the US military, and stop firing generals, and playing left wing political games – instead of being the commander in chief- like he is SWORN TO DO!

Ukraine alone can't neutralize the situation at the border (look at Crimea), and if they do really cares about Ukraine and some world order, its time to put up. We all know that Russia will not go to war against NATO in the border, and in effect will provide a true status quo and a stage for de-escalation and further talks towards order.

    My name is Emil Kaiypov. I am a citizen of the Kyrgyz Republic, a lawyer, and a father of two children. The proposal for which I am asking your kind support is the suspension of all currently existing hostilities on Earth.

    The main goal of my entire project is to save and improve the lives of children who are suffering from the present conflicts and violence.

    The challenge is to create a moment of "pause" [a technical term from video language] in hostilities now and in the future, as well as to refusal to restart them at all. I believe that in this context, such "pause" in the war action seems do-able and practical, much more effective than the idealistic and utopian pressing of an imaginary "stop" button. In the future the first action will equate to the second: "pause" will become "stop". In order to alert the international community and potential supporters, I made a demonstration of my own at 18 October 2013 on the territory of Syrian embassy in Beirut, with poster "pause the war".

    The purpose of this demonstration, is to show through an example that:

    1) one person has the power to perform an action directed to the benefit of all mankind.

    2) no one should be indifferent, when war is concerned.

    3) war requires us to drop everything else, in order to stop it. Daily activities, against the background of war, look meaningless and empty.

    I believe, that this idea will resonate and supporters will wish to join it. The age of information technologies, will help to spread it around the globe. Definitely there will be supporters among the world's famous celebrities. In the event that a large number of ordinary people and celebrities join this campaign, the dream to stop all military actions on the planet will be realized. This will serve as an occasion to announce the call for volunteers in the "international army of peace". It will consist of unarmed "soldiers" who are ready at any time, to go to the hot spot to "pause" the hostilities with the fact of their presence and to encourage the warring parties to engage in dialogue. Ideally, this army should consist of a world-famous and beloved celebrities from all spheres of human activities.

    I suggest that countries be ready to support my initiative, in solidarity, by placing on the cloth of their national flags, the well-known pause symbol "II". I believe that in the course of implementation of this anti-war action, the reasons for which the suspended armed conflict began, will be resolved or continued in a civilized manner. This anti-war action will bring about a new peaceful reality, when there will be no state left, which "international army of peace" had not visited.

    The termination of all hostilities, will become the point of departure for further continuous progress in all directions.

    We are able to bring about the time, when the world will be fairly managed by a workable international organization which will be trusted by all citizens of the earth. When this happens, all kinds of weapons will be transferred to international United Nations control, the purpose of which, will be the preservation of peace and sustainable development of mankind.

    We live in a world, when the collective effort makes possible the colonizing of other planets in the foreseeable future. I believe, that we have enough strength and resources for the child born tomorrow to see a world, where uniform international standards of education, labor, pension and medical care, will be established everywhere. A world, where the primary human needs will be satisfied for free.

    A world, where nobody talks about freedom, because absolute freedom will accompany each person from the moment of birth, to his last breath. A world, where the happiness and freedom of the individual, will not happen in isolation but will include freedom and happiness of all of humanity. A world without war.

    A world without war is undisputed goal, that sooner or later humanity will definitely reach. It is the primary duty of every adult to fulfill a "world in peace"– everyone’s childhood dream. Every child surrounded by the horrors of war dreams that one day somebody will come and say "It is enough!" and by saying it bring war to an end. Then war will stop. That day has come! It's time to combine our efforts in order to make that dream come true.

      Emil, what you are asking the world to do has already been done, via the act of forming the United Nations under the UN Charter, under which all member countries renounce the use of military force except in self defence.

      The problem is that some non-democratic countries, Russia in this instance, continue to violate the UN Charter. The world community has to act in solidarity to ensure that an aggressor such as Russia does not profit from its actions. Then the vision of peace expressed in the UN Charter and above by yourself may actually be realised.

    Very sad situation. American foreign policy under both GW Bush and Barak Obama has been marked by covert military toughness against terrorists and other relatively small threats, but McCain is correct that when it comes to large threats like the transformation of Putin's Russia into a rogue state, our policy has been "Talk loudly and carry a pathetic twig".

    In retrospect, it is clear that we would have been better off if we refrained from starting things we have no intention of finishing. But you cannot undo the past. I think that we are far closer to a ground war in Europe between Russia and American proxies than anyone is currently saying. If Ukraine falls back under Soviet control, the political pressure on Obama from the Rambo factions of American politics will become overwhelming. Assuming Obama continues to act like eunuch, the democrats will be slammed at the polls in November, and Democrats will abandon him on the appeasement stuff. At that point,the best outcome will be that Putin spends a couple years digesting Ukraine and ultimately folds on further aggression after a more tradition American tough guy president is elected in 2016. But it is more likely Putin will move fast, Hitler style, and see the 2014-2016 period as an opportune time for further aggression. Sad days for Europeans may be ahead, but America may well end up ascendant if Russia and Europe get sucked into resuming their endless quarrels and we can slither back to our traditional role of selling arms to help the rest of the world kill each other.

    The standard Russian invasion tactics stem from their Soviet past, invasion of Afghanistan including, but also from internal political and psychological testing on their own citizens – I would expect Putin to move (either directly or through proxies) on a Friday evening, from May 2 or any day after May 11. People are off job, too distracted to react properly, not the first time – see how previous invasions were timed/tied to Olympic games, etc.

    To all those favouring invaders of whatever sorts, for either ideological reasons or worse, Ukrainians are people too, not justifications for any other past wars – it wasn't them who did it, so this is a weak excuse, though you are probably not commenting to listen to that. Too inconvenient to see real faces in Russian weapons aims. But it isn't about Ukrainians anymore.
