Vietnam accuses China of ‘creating facts on the ground’

China is “creating facts on the ground” in the South China Sea, Vietnam’s Ambassador to the U.S. Nguyễn Quốc Cường told CNN’s Christiane Amanpour on Wednesday.

At question is an area of the South China Sea near the Paracel Islands; China this month installed an oil rig in an area both countries claim as their own.

This week a Chinese boat rammed and sunk a Vietnamese fishing boat near the oil rig; and in Vietnam, violent riots against the Chinese have forced Beijing to evacuate thousands of its workers.

“China is trying to turn [an] undisputed area into a disputed area. And that is unacceptable,” Nguyễn Quốc Cường said.

In an interview with Amanpour last week, Chinese Ambassador Cui Tiankai disputed one Vietnamese claim after another.

“We don't want to see any conflicts in our neighborhood,” Ambassador Cui said. “But it will not entirely – it will not be entirely up to us, you see. Other people have to have the same constructive attitude and policy.”

“We have no other way but to respond peacefully but resolutely,” Nguyễn Quốc Cường told Amanpour.

As China grows increasingly powerful economically and militarily, it is flexing its muscle in territorial disputes – with Vietnam, but also with Japan and the Philippines.

The attitude was summed up well by China’s own then-foreign minister, Yang Jiechi, who in 2010 told his Singaporean counterpart, “China is a big country and other countries are small countries, and that's just a fact,” according to the Washington Post.

“It’s [an] unjustifiable argument,” Nguyễn Quốc Cường said.

“We cannot accept the coercion; we cannot accept threats. And when the issue of sovereignty and national integrity is concerned, the Vietnamese people are very determined to defend our sovereignty rights.”

“No country should underestimate the Vietnamese people’s determination to defend our sovereignty and sovereign rights.”

      on Sept 6~14, 1958, Vietnamese Premier Phạm Văn Đồng noted Chinese Premier Zhou Enlai that Vietnam admitted the islands (South Sa and West Sa ) are the territory of China, and it economic areas (12 sea miles). you can find the newspaper in Vietnam.

        Did not matter what Pham van Dong letter was. His was PM of North Vietnam so the Geneva accord and San Francisco WWII meeting have been legally to South Vietnam. Pham Van Dong does not have the right to give any country which he did not have. You meant you can take someone belonging and give to the others? That thinking only happened in China.

        Max, should I remind you that half true is not true: You ommited several facts when talking about letter from then Vietnamese PM Pham Van Dong to Chinese PM Zhou Enlai on Sept 6~14, 1958:
        1. Fact: At that time, as result of Geneva Accord which China is one of the signatories, there are two governments in Vietnam: Republic Democratic of Vietnam in the North, and Republic of Vietnam in the South. And at that time, also pursuant to Geneva Accord which China is one of the signatories, Paracel Island and Spratley Islands are under control of Republic of Vietnam in the South. So Pham Van Dong as PM of Republic Democratic of Vietnam in the North had no right to say anything about these 2 islands and in fact he did not say anything about the 2 islands. The letter therefor had nothing to do with these 2 islands. At the same time, Republic of Vietnam in the South publicly and strongly protest against China claims of the 2 islands.
        2. Fact: In 1974, China used military forces to invaded Paracel Islands which were being controlled legally by Republic of Vietnam in the South according to Geneva Accord which China is one of signatories. So China gained coltrol of Paracel Islands via illegal act and it is still illegal until now.

        hey, I don't know you don't understand or you are trying not to understand but I tried to open my eyes widely to find out the words decribing that Mr. Phạm Văn Đồng had admitted the ilands belong to China. In the end, I could not find any words. He only admitted the 12 nm territorial zone of China. And you should admit the fact that Vietnam was divided into 2 parts at that time, The Democratic Republic of Vietnam did not own these islands. That means the announcement is not valid.

SHAME ON YOU, CHINA! Did you read the letter in full to understand what it said, or do you refuse to know the truth, and decide just to use China propaganda to justify your cause? But why am not surprise. It has always been China's tactics: DECEIVING, STEALING, BRAINWASHING its people. They do not stop at any evil action to get their way.

        Just to clarify for everyone. The diplomatic letter of 1958 is not valid being as it was written by Northern Vietnam and the two disputed island at that time belong to Southern Vietnam so lets stop using that 1958 diplomatic letter as an excuse

        You and your China government always claim of Pham Van Dong's letter to prove your sovereignty of Paracel and Spratly islands. I don't see any word on the letter states these islands belong to China but you could explain by the way that benefit you most and VN also could do so. My question is if the South Vietnam was a winner of the Vietnam War so that letter would be useless and all of these islands should belong to VN, is it right? I think your evident is so weak in this case and stop using it if you don't want to lose the game. Unfortunately, you don't have any other than that..Sorry...

      I have a Canadian friend who spent a few years in Vietnam recently and married a lovely girl from there. I know we fought a war with each other, and some of my family members were involved. However, we invaded the country in support of the colonial French. Our side lost, but the South Vietnamese and North have managed to turn things around and have become a more prosperous county. I may not agree with your political system, but I fully support you in your fight against the Chinese. The Chinese actions against there neighbors are without merit. Suddenly it's convenient to claim their neighbors property. Most people probably don't know that their cheap clothes from China, are actually being manufactured in Vietnam. I call on my countrymen to support the Vietnamese and bury old hatreds. China must be stopped.

      Before 1970, the Vietnamese Gov always admitted all the islands inside the nine-dotted line are the territory of China, in any media, in newspapers, map, textbooks.
      on June 15, 1956,deputy foreign affairs minster firmly said that, all the islands belonged to China early in Song Dynasty ( from 960-1279). you can find the newspaper in Vietnam.

      On May 9, 1965, th VN Gov. once again admitted firmly that the West sa belongs to China. it was responded to the American President John ??. sorry I do not know the name of the president.
      On May 13, 1969, the People's Daily (Bao Nhan Dan) reported that An American military plane invaded the West Sa of China. the similary reports were seen in many times in VN newspapers.
      The VN Maps also admitted the fact that the South China Sea belongs to China. you can see the World Map in 1960 in VN, the World Maps collection in 1972, and the textbooks in 1974 in Vietnam. they all clearly marked the West Sa and South Sa belong to China.
      After 1975, because the oil found in South China Sea, the VN Gov began to change its stand, and occupied more 30 islands, the later conflicts happened in later 1970's, 1980,s are all caused by the invasion of Vietnam.

        China has recently again cited Prime Minister Pham Van Dong’s 1958 Diplomatic Note as a "proof” of Vietnam’s recognition of China's sovereignty over the two archipelagoes of Hoang Sa and Truong Sa. But this is a ridiculous "play" being performed again by China since the Vietnamese public has clearly analyzed the contents and confirmed the particularly, no declaration was made on Vietnam’s abandonment of its sovereignty over the two archipelagos.

        Thanks Li for your attempt to give this such useless information and not new to any one who has researched the history upon the Region as well as the UNCLOS.
        Everybody knows that the China's south pole border ends at Hainan island as shown in many maps officially issued by the Qing Dynasty or any Chinese Regime afterward (one of these maps was recently "gifted" to the current China president JinPing by German PM Merkel – Li should look over on this ^.^). The current nine-dash border is merely a product of Chiang Kai-shek's imagination – he was really a smart man for sure.
        For the Note of PM Pham Van Dong, this is just a political statement that is suitable to the international terms and laws at that time (12 nautical miles from the main-land). Moreover, firstly, in the Note, there was no word regarding to the Hoang Sa and Truong Sa of Vietnam. Secondly, at that time, the Hoang Sa and Truong Sa islands were under the management of the Republic of Vietnam – a registered nation to the UN. Therefore, the Note has no legal value for sure.
        The fact is that China knows himself lack of legal and historic evidences to support his claims, as a result, he continuously refuses to use any peaceful method like international arbitration or court to protect his claim.
        China is big and strong, sure. China believes in himself power, sure. China has the right to do what he wants, sure..... no care of mankind civilization and, of course, he is far from becoming a respectful nation. Chinese Gov is truely the biggest unhearted liar of all time.

        After WWII agreement in San Francisco to turn all Paracels archipelagos and Spartly archipelagos to Vietnam from French of course many VietNam Kings had been sending troops and people to live there since 17th century. Taiwan invaded Ba Binh island in 1956 and camped there. China invaded the North side of Paracels archipelagos in 1958 then invaded the whole Paracels archipelagos in Jan 17-19, 1974 from South VietNam.
        China should ADMITTED as an invader NOT the other way around. You Han Chinese has been very good in stealing.

        I respect Chinese people and their culture but I don't like the way Chinese government distorts the history by their propaganda tools to fool their own people. They always mentioned 1958 note by North Vietnam prime minister Pham Van Dong in such a way that makes the audience misunderstand the situation.

        First of all, in 1958 there were still 2 countries which were North Vietnam and South Vietnam. In the 1958 note, the North VN prime minister, on behalf of North Vietnam government, only noted and supported China’s claim of its 12-nautical-mile territorial sea. He did not mention Paracel and Spratly islands in the historical context that Paracel and Spratly islands in practice were under the rule of South Vienam under Geneva Convention 1954, in which China were one of the signatory participants.

        Secondly, there is no denying the fact that in 1974, China used military force to occupy the Paracel Islands. This act of aggression violated a peremptory norm of international law (jus cogens), prohibiting the use of force in international relations as provided in Article 2(4) of the UN Charter.

        Moreover, China’s statements that there is no dispute over the Paracel Islands are contrary to what has been acknowledged by China’s leaders. For example, in September 1975, the then deputy prime minister, Deng Xiaoping, told the then first secretary-general of the Vietnam Workers’ Party, Le Duan, that the two sides (Vietnam and China) had different opinions about the Paracel and Spratly islands, which would be resolved through negotiations. This statement was recorded in the Chinese Foreign Affairs Ministry’s aide memoire dated May 12, 1988.

        Please be fair and don't distort the history.

    Vietnamese exploration teams and fishermen have been to Spratly and Paracel Islands since the feudalism times. China just exploited the conflicts after the Vietnam war, when Vietnamese navy was extremely weak after the war, to occupy these islands by force. It's a shame, and now they had to invent the damn nine-dotted line to make their actions look more legal. They have better go home !

      that is a basic fact.

      and your gov and your former colony master didnt challenge this until oil was found in this area in 1970s.

        Ok China created and claimed that nine-dotted line in 1947 but Vietnam had various evidences of exploiting Paracel and Spratly Islands. One of the first claim was written in Phu Bien Tap Luc (撫邊雜錄) in 1776. Therefore, your argument is completely invalid. Remember the fact that in 1974 Chinese army used violence to force all South Vietnam soldiers out of the Crescent Group (who had always been there since 1956 following the Geneva Accord) and killed 75 of them. The Chinese army once again used force in 1988 in Spratly Islands and killed 88 Vietnamese soldiers. It is easily to see who is the expansionist and bully in the region.

        I agree every country works its best for its people just like every individual. International laws are just like our ethical norms. If most of the people around you say your behavior is not good, you have to judge yourself again. The US didn't say anything in the bloody battles 1974 and 1988 because it was still fighting with communists in both cases. It has something to say now maybe due to the same reason. Regime change in China would probably make China behave with more responsibly and gain more respects in the future.

        Your thinking is so limited to the size....think a bit further of the "distance", say, from Hainan ( China ) to Paracels Islands around 500 miles by sea, and from Danang (Vietnam ) around 100 miles which is much closer to those islands.

        Under international recognitions and laws, this means Vietnam in her own right is able to claim her sovereignty, not China...However, by force, by fallacy, and specially by lying, China has tried to delude the world to have these islands scott free. This is also applied to the case of Philippines' claim against China for the Spratly islands where they are miles away from China....How silly Chinese government is ! Hopefully, this will make you smarter, not nuttier, in researching more info for own knowledge.

    During a separate segment Amanpour mentioned that in addition to the 59,000 Americans who perished in the Vietnam War, "half a million Vietnamese also died." That's historical revisionism par excellence. Historians agree that at least 1.5 million died in that US-led war, although the Vietnamese side cites about 2.5 million deaths. And it's the winners who write istory, not the whiners.
    This is why Amanpour is considered an American propagandist rather than a real journalist, but I wasn't aware of any shift in the US position on the casualties it caused during that war.

    Of course China is creating "facts", one only needs to actually look at the images that even China publishes on it's "territory" to understand what is going on with China and the S. China sea. They pour cement on submerged reefs, creating "territory", claim water rights out from there, and set up shop. The images of a group of Chinese soldiers trying to stand on a single rock off the coast of the Philippines is one of the funniest things I've seen in my life.

    It's about the oil, plain and simple. Even if we did accept their claims to these bits of "territory", and accept the territorial waters off of them, they still, in no way whatsoever, encompass the amount of territorial waters they are claiming.

    You are looking at the emergence of the newest oil hungry monster in the world – one that will put any idea of the US being oil hungry to shame.

    I respect Chinese people and their culture but I don't like the way Chinese government distorts the history by their propaganda tools to fool their own people. They always mentioned 1958 note by North Vietnam prime minister Pham Van Dong in such a way that makes the audience misunderstand the situation.

    First of all, in 1958 there were still 2 countries which were North Vietnam and South Vietnam. In the 1958 note, the North VN prime minister, on behalf of North Vietnam government, only noted and supported China’s claim of its 12-nautical-mile territorial sea. He did not mention Paracel and Spratly islands in the historical context that Paracel and Spratly islands in practice were under the rule of South Vienam under Geneva Convention 1954, in which China were one of the signatory participants.

    Secondly, there is no denying the fact that in 1974, China used military force to occupy the Paracel Islands. This act of aggression violated a peremptory norm of international law (jus cogens), prohibiting the use of force in international relations as provided in Article 2(4) of the UN Charter.

    Moreover, China’s statements that there is no dispute over the Paracel Islands are contrary to what has been acknowledged by China’s leaders. For example, in September 1975, the then deputy prime minister, Deng Xiaoping, told the then first secretary-general of the Vietnam Workers’ Party, Le Duan, that the two sides (Vietnam and China) had different opinions about the Paracel and Spratly islands, which would be resolved through negotiations. This statement was recorded in the Chinese Foreign Affairs Ministry’s aide memoire dated May 12, 1988.

    Chinese government please stop distorting the history.

    vietnam is selfish too, the Greece claimed the control rights of the whole Aegean Sea but thats

    not a problem of bullying and bullied.
    the point is china never place themself on the moral highground like some hypocrites often do.

    and the point of finding the key resolving the present problem is to build some kind of balance,
    which means,the vietnam has build hundreds of oil wells on the sea and china didnt even own one,
    the international community shouldnt be blind for this and blame china on breaking the so-called

    "balance".

      Yes, we are smart enough to know that cooperation is better than confrontation, not only with China but with any other country. But we will not pay for cooperation with price of sovereignty. We can lose everything we have but not our territory. We have been protecting it for thousands years and will continue to protect it from any invader, no matter how strong it is.

        To your first question: Since you know there are different views among China/Vietnam/Malaysia/Philippine, why are you so sure the territory is 'yours'? You think it is yours, the same for us, we believe it is ours. Each party is trying their best to protect their rights, but I personally against any war between any nations.

        (As for 'trash bin' problem you mentioned, I just want to be honest that I am not too sure. I did not read the details of the treaty. Maybe you are right, or maybe each party including Vietnam is just interpreting the treaty in their own favor.)

        To your second question: what if you illegally occupied that territory and we just took that back? Alright, I know in your view you think opposite, let's just ignore this issue for now.

        If China were a European country and had nothing to do with the south sea, 'your territory' may still be illegal because Malaysia/Philippine and ROC Taiwan all claimed that.

        Finally, many innocent Chinese people died in the riot in Vietnam weeks ago, let's mourn for them.

History only records that Vietnamese have been rulling Paracel Islands peacefully and legally for long time until 1974 when China used military force to kill many solder of Republic of Vietnam to gain control of Paracel Island, and it's a serious violation of international law.
        Fact is at that time, Republic of Vietnam was administering Paracel Islands according to San Francisco treaty after WWII as well as Geneva Accord which PR China is one of signatories.
        I bet that you can not show any fact that Vietnam gain control of Paracel Island via an action that violate international law.

        So, I think you tried very hard to misslead readers that China and Vietnam are in the same position in this dispute. But fact is fact and you can not deny. I don't think you should try harder but rather accept the fact that China is a robber.

        I was just trying to be polite and to show respect to a Vietnam person, so I tried hard to speak like a person from a third party. It is just a matter of facts that there are multiple claims on the south sea at the moment, there is no misleading in it. If you were from Malaysia or Philippine or ROC or PRC, isn't it same that you will think the Vietnam's claim is funny and bullying?

        Also, I want to assure you that I never tried to mislead anyone. The territory belongs to China, INDISPUTABLE! There is NO same position in this issue between China and Vietnam. But as a matter a fact, I pointed out there are multiple claims at the moment. Even if China were a European country, Vietnam's claim may still be WRONG!

        Also, please be aware: 1. China did not sign San Francisco treaty; 2. A few years of ILLEGAL occupation of the islands by France do NOT imply Vietnam can claim the islands by the Geneva Accords.

        To FC: The whole world knows that in Jan 1974, China used millitary forces to attacked South of Vietnam (a member of UN at that time) to gain control of Paracel Island from South of Vietnam. This action is a sever violation of and is unacceptable by international law
        You argued that you just take it BACK. If you take it BACK, it means that the islands must belong to you before that. So can you answer people few questions: Since when before 1974 did China lost control of Paracel Island to South of Vietnam (So you have to take it BACK)? And if it did happen, how did it happen, via which action, by whom,is it peacefully settled, or forcefully?
        Give me the fact with time and record, then we will see who is reasonable.

      Thousand years ago, no country didn't invade the weaker countries. It was normal at that time. You should understand that Lamorn if you have studied high school programme. China also did the same but they never tell you all. Maybe that's why it is a very big country now. Vietnam was one of the countries that China tried many times in thousand years to invade (but fortunately, China was a loser). But now we are in the modern century, we can not accept the fact that a big country invades a smaller country.

        I am Vietnamese and I have a;ready known that some parts of Vietnam belong to Cambodia or Lao but these invasions happened thousand years ago. Now Lao and Cambodia don't say anything about that because they respect the history. Not like China, she tries to be friendly to her neighbors from the past to now and then plans to invade them. So it is not your responsibility to talk about Lao or Cambodia. Just look and study more about your China and her current perverse actions! You should feel ashamed of your country!

    This is a new evidence to prove that China is a great liar. Few days ago, China denied to sink Vietnamese fishing boat. Fortunately, another fishermen used his phone to firm this moment and sent it to Vietnamese authority.
