Monitors say access to Malaysia Airlines crash site limited

July 18th, 2014
04:05 PM ET

By Mick Krever, CNN

Bodies at the Ukrainian crash site of Malaysia Airlines Flight 17 are already “starting to partially decompose in the hot sun,” a member of the first investigative team to arrive at the scene told CNN’s Christiane Amanpour on Friday.

“It basically looks like one of the biggest, or the biggest, crime scenes in the world right now, guarded by a bunch of guys in uniform with heavy fire power, who are quite inhospitable,” Michael Bociurkiw, spokesman for the the Organization for Security and Co-operation in Europe’s special monitoring mission for Ukraine, said in an exclusive interview.

“We saw a lot of debris,” he said. “The debris doesn’t look like it’s been manipulated in any way, but there’s lots of it. The crash area is very, very big.”

The 25 workers from the OSCE were able to spend only about 75 minutes at the crash site before they were forced to leave.

Bociurkiw said, contrary to some earlier reports, his team was not fired upon by pro-Russia separatists who control the area where the plane was shot down, but “there was one shot fired at the end in the air, in the direction of some civilians. But we were not shot at.”

There seems to be very little operational control over the crash site.

“We asked for the commander, the leader – no one showed up. There was one gentleman there in a uniform, heavily armed, and apparently somewhat intoxicated.”

“There didn’t seem to be anyone really in control. For example, we – one of our top priorities was to find out what happened to the black boxes. No one was there to answer those questions.”

“We actually spoke to some civilian emergency workers and they said their job was just to mark where the bodies are.”

“And when we asked, well, ‘Then what happens?’ they said, ‘Well that’s somebody else’s job.’”

“But in terms of tampering of debris, it’s very hard to say. We plan to stay there for quite a bit longer.”

Bociurkiw told Amanpour his team would attempt to return to the site on Saturday.

“The perimeter is not secure whatsoever.”

“It’s very easy for anyone, really, to walk in there and tamper with evidence or debris. So a lot of work needs to be done. A lot of professional work needs to be done very, very quickly.”

I wouldn't judge the intoxicated militant too harshly. He could be a modern day Hemingway. What was he drinking? Strega or maybe Grapa? As Hemingway said "To drink is nothing. It is to be drunk that is important"

By way this quote from the article would go well in a Hemingway type story:

"...They said their job was just to mark where the bodies are. And when we asked, well, ‘Then what happens?’ they said, ‘Well that’s somebody else’s job.’”

Leaving in Russia all my life I can make a guess that unfortunatelly these so called "guards" blocking OSCE access to the crime scene, the did not protect debris from being plundered by locals, so most probably if not alluminium hen barns with airplane windows investigators will find tomorrow, but at least serious changes in debris location and missing plane equipment components, cargo and personal belongings.
However the fact that terrorists are poorly managed and probably there is no chance for KGB to come to place beforehand, there is a chance that pieces of the missle has not been cleaned up from the place yet, and finding a serial number on it may trace to a storage from which the missle was taken.

P.S. At the end words of sorrow for those who has been killed and shame and anger towards these Neandertal People Respublic and its elder brother.

you know what is irritating most out of this story ??? ..... its that the united states and its UN stood for a minute of silence ...while more than 400 people are killed ..in gaza ..and obama studpid viewing it as legitimate ...
i mean for those united states of america .... what i think of them as an arab ,...
i think they are liars ...
i think they only view human lives in terms of political gains ..
i think their soldiers shot on millions of cars in iraq and afghanistan ...
i think their drones killed thousands of innocent civilians ...
i think they manipulate trade rules to their interest...the anglosaxone interest ..
i think they are jalaous of the rise of china ...they are sending warships to spark provocations ...
i think they are funding opposition parties in china ..particularly hong kong to overthrow the chinese party
i think they bribe opposition parties to overthrow legitimatly elected governemnt...such as in egypt
i think they finance opposition parties with weapons such as in ivory coast or syria ...
i think the medicine against them .... is getting out of free trades rules ,..which work for their interest..

I left blaming the american president and its people long time ago. People are more or less same all over world. Either the election process in america is doctored to bring about a puppet through which all decisions are channeled or advisers / think tanks which provide ideas and choices to the decision makers are already working on a third party agenda which have chartered goals for the next 10, 15 or 50 years or more and its just the execution that is being made by legitimizing the process. Very clever and that's the way they are ruling the world and they even get away by saying its democratic and government of the people.

I think you are a Muslim who lies. And believes it is righteous, a virtue, to be dishonest.

We've all seen AND heard what Muslims really think, and we know what they do. Civilized, they are NOT. They want to conquer the world, and the lying is just a small part of that effort.

You are a Muslim. You want every single non-Muslim either converted or slaughtered. There is no nation or society as vicious and uncivilized as yours.

Islamic propaganda is fizzling out, because by now we know better, from what is before our own eyes.

By now, anyone who believes Muslims is a fool. But they will learn, too, soon enough.

Here it is different i think than it was with Poles. I believe rebels are just a bunch of half-drunk heavy armed ex-militants who have nothing to lose and have been fired from all jobs long time ago (if they've ever been hired of course).
But I think it is too risky for Russian secret service to show up there, maybe in night from the forest, but debris area is something like kilometers long and its unfeasible to clean it up good enough.
Rebels did try to make a clean up, but it seems they were unable to distinguish flight recorders, this fact caused contradicting new, first I've heard they've sent FDRs to Moscow, and then someone found it again at the site.
The question is will it be time and opportunity these for appropriate investigation there. I'm not surprised that local guys have never heard about UN council or something. I've heard in news before whey they captured journalists, they asked them why they have text in American language (not English, but American) on their business cards, thinking they are spies.

Here is my conclusion. Why these armed men are now controlling the crime scene? Is there anything to hide from the public and OSCE team? The way they are now controlling the crime scene arise some doubt that this is an act of terrorism. And the missile that was fired didn't came from Ukrainian people but from a terrorists group, maybe Russian supporters or supported by Russia. Why? Since the conflict have started between these two country, Russian still have this anger that they want to punish the Ukrainian people. The conclusion is simple, shot down the plane from Ukraine soil and make the world believed Ukraine is responsible. But before the world would know that truth, send armed people to control the area and clean up the messed. I wish my conclusion is wrong because this can create a war.

In my view the reason why armed men are there is because they've been there before the crash, they have split the whole area with roadblocks months ago and when they saw explosion they came there and some local "commander" told them to stay there and warn or shot everyone who comes. And then OSCE representatives came and they said them go out because nobody told guards about OSCE. Just imagine some contry in Africa in the middle of local conflict and you will see the whole picture.
The right way is probably to make a convoy by Ukranian troops to operate there, but this may lead to another confrontation which, in turn will completely destroy the scene. So maybe unarmed OSCE and NTSB or whatever experts can do better.
Mr. Putin, who said few months ago that this area is Novorossia (kind of Newrussia, also referring to some historical or pseudo-historical name) yesterday responsed that country where plane crashed must hold responsibility for the crash, so it is not Novorossia anymore, it is again Ukraine. This sounds weak, so it does not sound like a provocation because they did not try to develop the situation in rethoric.
Most probably rebels just took a big RPG, this Buk (i.e. Beech) station and decided to hit another Ukranian cargo plane involved in military operation they thought, but it happened that it was not Ukranian cargo plane, but a passenger one. And half-drunk idiot cound not see the difference when plane was far far in the sky.
And now situation became very bad for Russia because nobody planned this kind of development and they did not have a plan. And world reacted quite fast.

The black box flight recorders will go missing, that's a fact. Putin, will make sure of that, and he will blame somebody else for it, thats how he likes to work. His policy towards Ukraine will not change or abate due to the downing of the plane, as he likes to be feared and loathed, and wants to project Russia, not as a fair peaceful nation, but as a militaristic behemoth monster that can cause mayhem whenever it pleases. Putin, is the wrong man, at the wrong time, but he probable dose not care, as his cronies and his head-strong military juggernaut will keep him in power for as long as it takes.

EU and UN they should send and army there and take over the crash site. Another few days and relatives wont even have anything to bury because of those monkeys. I cannot imagine what they must be going through at this painful time.

It is so sad that the western world have not been told the truth about this conflict: the Kiev regime (our "friends") has for the past month systematically been killing civilians – women, children, old people… Since when is it okay to bomb your own people? No wonder ordinary men have formed a resistance group to defend their land and families. However, these men are NOT capable of shooting down a plane flying at great height. They are only interested in shooting down the military planes, which bomb them.
Only the Kiev regime have an interest in shooting down this plane and blame the "pro-Russians" (or maybe even Russia) to stir up even more trouble and get our Western support. And of course only the Kiev regime have an interest in manipulating evidence from this crash.

I´m in Scandinavia and is an ethnic Dane. Denmark has sadly been just as misinformed by the press as the rest of the Western world, but some of us can still make our own conclusions.

        July 19, 2014 at 7:03 am |
    • Alexander

If you are Dane, just imagine that in Lund, Sweden some citizens decided that Lund is historicaly Denmark and captured local government buildings with guns and RPG demanding to be a accepted as a part of Denmark.. What would Sweden do? I know hard to imagine, but most probably they will clean up the area if negotiations does not work. Of course civilians are in trouble in this situation anyway.

Your comparison is a bit far-fetched: Denmark lost that part of Sweden, where Lund is in 1658, whereas Crimea actually first became Ukranian in 1989 by the fall of the Berlin wall. Yes, it was "given" to Ukraine in 1956 by Khrushchev (without legal justification), but by then Ukraine was still a part of the Soviet block.
Your comparison, however, is right in the sense, that Danes and Swedes are ethnically one and the same people just as Russians and Ukrainians.

If we (the western allies) attacked Gaddafi as he was about to attack Benghazi, why do we accept and even support Poroshenko and the Kiev regime bombing Donbas, Lugansk and Donetsk?

Anyway, my point in the first post was that the western press carefully hide the cruel facts from this war with colossal civilian losses, thousands of refugees being shot at etc.. The press hid it to such an extent, that a civilian aeroplane was sent flying, unknowingly of any danger, over this battlefield. So don´t they bear part of the responsibility for this tragedy?

Exactly what I ment about similarity between Russians and Ukrainans. Quite similar language which you can understand without sufficient training (quite close to Danish and Swedish), common border and history kingdoms growing and shrinking adsorbing and releasing regions close the that border. They question is a reference point regarding that border? As of 1960-s? or 1750 or 2010?

There was another point initally, this Maidan, Ukrainian anti-govenment revolutions attracted neo-fascist, in Ukrainian case Ukrainian nationalists. Which in every society you can find 1-2% of population. And that became a "ethical excuse" for Russia to be involved.

But if we think about 2010 as a reference point, and see blood covering the soil, no matter what was the excuse, but it does matter how it should be. Lund most probably whould stay in Sweden, and Ukrainian territory stay with Ukraine.
And when it is how it should be, the blood stream will probably stop.

And last point regarding press. It lies. Period. In Russia TV shows dead bodies from Syria telling that it is in Ukraine or decade old footage from old Chechen war with same comments. They call terrorists as "militas" and Kiev forces as "punishers", or closer in the meaning to "executioner". They also said that Kiev forces are killing infants. They did not say they ate infants, but I won't be surprised if they do one day. So it is more or less the same everywhere. Maybe not so fancy lies, but when cold war strikes, propaganda finds its place, anyway.

This is a strategy perfected by Serbs in Bosnian war. Drunken soldiers, endless lies, killing of innocents, no line of control, no responsibility, ridiculous claims....

The leader of Russian rebels Igor was in Bosnia in 1993 He claims that plane was full of dead bodies. I presume he shot them down so that they do not smell in the air.

In spite of Israel’s arguments and the tense situation in the occupied Sinai, world reaction to the Israeli attack was one of condemnation. Many nations, including the Soviet Union, condemned Israel. The United States, which had advanced the security exception in its arguments during the Bulgarian incident [El Al Flight 402], did not support Israel’s justification for the attack. When the International Civil Aviation Organization considered the Israeli action, the United States joined in the resolution condemning Israel. Even though the American delegation had attempted to change the text of the resoution from "condemnation" of the Israeli action to "deploring" the Israeli action, the United States clearly rejected Israel's claim for a security exception. It was apparent that, if a security exception existed, the standard would be extremely high.
