‘Stay tuned,’ on American plans against ISIS, says State Department

As ISIS released a video Tuesday showing the beheading of a second American, a top State Department official told CNN’s Christiane Amanpour to “stay tuned” on U.S. plans to combat the organization.

“We are putting the features in place, developing a broad regional coalition, a broad international coalition, working to get a new Iraqi government stood up, working to get our plans in place. So stay tuned,” Brett McGurk, Deputy U.S. Assistant Secretary of State for Iraq and Iran, told Amanpour.

“Obviously ISIS is a very sophisticated organization. You cannot just go in militarily and start dropping bombs, and hope that it’s going to work out. You have to have a very sophisticated approach to this.”

Just weeks after beheading American journalist James Foley, a British-accented ISIS militant executed another U.S. journalist, Steven Sotloff.

The executioner says the U.S. is “paying the price” for intervention, in the form of airstrikes, against ISIS; he threatens the life of a British captive.

The U.S. says it is working to authenticate the video.

“We need a comprehensive, global, regional, and local approach, which we can then help enable. We can’t just come in as the United States and do this on our own; that would be counter-productive; that a lesson we’ve learned over the last decade.”

Despite the authorization of airstrikes against ISIS in Iraq – including a successful operation just this weekend – President Obama has drawn criticism for not acting more boldly, including from some in his own party.

Democratic Senator Dianne Feinstein, who chairs the Senate Intelligence Committee, told NBC this weekend, “I think I’ve learned one thing about this president, and that is he’s very cautious. Maybe in this instance too cautious.”

President Obama drew elicited surprise and criticism last week when he said “we don't have a strategy yet” to combat ISIS.

“I think President Obama has shown,” McGurk said, “that when organizations do these types of things to American citizens, they do not go unanswered.”

He told Amanpour that President Obama will focus on the issue during a NATO summit this week in Wales, and he will chair a special session of the U.N. Security Council in New York later this month.

“When I say ‘stay tuned,’ I don’t want to suggest that we’re sitting idle. There have been over a hundred airstrikes in Iraq over the last few weeks, and those orders very much remain in place.”

“We are over the skies of Iraq, we are actively watching what ISIS is doing, and we are taking targets as they become available, within the mission that the President thus far has authorized. And we are building now a broader campaign plan that we’ll develop over the days and weeks ahead.”

    What we need to be concerned about are the 100+ Americans who have joined ISIS for reasons we have yet to understand why. Remember – 9-11 was only a few men in 4 airplanes. Boston was only 2 brothers. Imagine what damage more than 100 terrorists with U S passports could do.

      9-11 was brought to us by the Saudis, nothing to do with Iraq or Afghanistan. Cowboy GWB attacked the wrong country for the wrong reasons. If Saddam was still in power, there would be no ISIS in Iraq! Sure, he was not a "nice guy", but his country was functioning unlike today. Nice guys don't survive in Middle East, only the powerful and brutal. This is what the people respect.
      Obama is being overly cautious for very valid reasons. The warmongers in DC are relentlessly pushing him to "do something". What, just doesn't matter. Just get back to the massive bombings and destruction that put us where we are today. Obama won his Nobel Peace Prize simply for not being a Bush! Now he is earning this prize.
      Just what can we accomplish when all of our allies turn cowards. Same applies to the situation in Ukraine. Putin has already conquered most of Western Europe, they simply don't acknowledge this yet. Just TURN OFF THE GAS

        It is a fact that Saddam poisoned the Kurds with DOW Chemical gas supplied to him by Reagan/Cheney/Rumsfeld and he invaded Kuwait with Bush #41 approval. Saddam was a bad guy because we created him and fed him like a mad dog. It was the mistake of the century to invade Iraq, a mistake that will keep paying for next 2-3 generations. It is still not too late to prosecute GWB and his cabal of criminals.

Cleansed the government of everyone he did not like, fired military leaders WE trained for his country, excluded Kurds and Sunnis from participation in a unity government! Refused to protect any residual forces in Iraq!
        Obama withdrew under an agreement signed by GWB, don't forget! Residual forces were not welcomed.
        Allied forced killed and maimed how many Iraqis? Of course our "allies" pulled out before we did, they had enough of this senseless war that resolved nothing. Now Iraq is being taken over by ISIS. This would never have happened with Sadaam in power! Iraq's economy has been completely destroyed, their oil resources are being sold off at bargain prices by ISIS.
        Iraq today would be much better off under Sadaam!

The reason even the liberal media wants Obama to do something is that IS (formerly ISIS) has grown WAY too fast in too short of a time. Yesterday, Amanpour reported that they now rule an area that contains SIX MILLION people.. They have taken over large portions of Syria and Iraq. You can't be passive with these people.. and numerous commentator have said that the IS can NOT be defeated without "boots on the ground", but Obama is saying NO.. If he continues this passive approach – this group will continue to spray and poison every region they touch.. I would say an attack on the UK and/or the US is likely imminent.. Sticking your head in the sand, then going golfing in Martha's Vineyard is NOT going to solve this problem. Obama is too weak of a president - his lack of experience is now showing.. The IS is winning right now..

    It may read like a script for a good movie but here is my take on the whole situation in Iraq, Syria and the Arab spring. The muslim brotherhood supported by Turkey and Obama is reviving the Ottoman Empire through what we called the Arab spring, all the countries formerly belonging to this empire are affected. ISIS and al baghdadi were for all an unexpected turn of events as they were supposed to overthrow Assad in the grand scheme of things but chose to follow their own plan instead. Obama is unwilling to bomb ISIS as it is the main fighting force that is still needed to overthrow Assad and other countries like Jordan and Egypt. Bombing ISIS would be the end of the Ottoman Caliphate dream for Turkey and the muslim brotherhood. So Obama will go as far as criticism from the international community and from within his own administration will push him. But in the end he will leave ISIS in tact.

        I suppose you don't think he should even want other nations to participate in holding ISIS to account? If other nations aren't willing to step up to the plate, why must America do it all? Without their help, we'd be heading for what could be yet another debacle. He relied on their participation on that "red line" about using chem weapons, and they all chickened out. He has no reason to think they won't repeat that if it seems necessary to go after ISIS in Syria.

        They seem willing to let the U.S. EAT the blame for anything that goes wrong, and enjoy the benefits they'd get if the U.S. did things right. It's a no-risk policy. The U.S. can still do what it needs to do to protect our own lands, and I don't doubt they're already active on that. If Europe can sit on its hands about everything else, we can let them keep doing it until they decide to join the U.S. so we can go after these maggots together.

        ISIS threatens Europe every bit as much – maybe more – than the U.S. If they aren't alarmed enough to take a stand, why should WE do all the dirty work for them? Doing that only reinforces their cowardice, and insures they'll keep letting US do the work.

        Maybe it's a good idea to wait until they ARE alarmed enough. That WILL happen; it seems inevitable. That is the time to take action. When it can really BE effective. Europe seems content to let the U.S. act as global exterminator. It's time they took some responsibility on these matters. Only TOGETHER can we end the scourge.

    The only thing that matters for the USA is whether or not ISIS is a danger to us. If so, and it appears to me they are, then the president has an obligation to inform the people why it is and also why the US must destroy ISIS, even if the cost is high. The alternative to this could be the equivalent of another 9/11. Negotiating with these people is like negotiating with the NAZIS in 1941. We may not have a choice in this matter.

Well, we learned that the 2003 invasion was not about weapons of mass destruction. We know that "Operation Iraqi Freedom" didn't hold water outside of the Pentagon parking lot. For 60 years US ME policy has been about two things, Israeli security and oil. It's not about "us." -- During his time, Saddam Hussein nationalized the Iraqi oil industry. After the US 2003 invasion the industry was turned over to Exxon, BP , Chevron and Halliburton. The US found Saddam and gave him to the Shiites for execution. Former army officers who served Saddam helped ISIS push the so called Iraqi government/army out of Mosul and Tikrit in June 2014. They are capable of ousting ISIS from the Sunni Triangle, but they want two things. They want to be free of Shiite/state sponsored genocide. Secondly, they want Iraqis to benefit from oil production. Iraq is one of the largest oil producers in the world, but where does the money go? (We know that the money from ISIS held oil fields goes to ISIS, which is part of the appeal of ISIS.) - Foreign policy is usually and long game. Yet ISIS is a clear at present danger. - I like this Brett McGurk person. Rumsfeld is a thug. -- Obama is too cautious, I agree. I think that in the short run the Green Zone is a death trap. - But America will prevail. I hope "we" begin to understand the Old World and realize that North Dakota is all "we" need.

If you ask me – Obama KNOWS we need to invade, but he doesn't want to do that because of things he has promised the American people, so instead he hesitates... and while he hesitates - the IS takes advantage.     The cold, hard truth is airstrikes alone will not uproot ISIS. The only way to severely disrupt this group is through a massive operation involving several Western nations. It will have to be an extensive air and ground campaign. Not only are we facing ISIS, we are facing thousands of people that "enable" ISIS. The longer ISIS is allowed to exist, the more followers they will gain and threaten the West.

    You don't need to have a huge, long planned out strategy to inflict damage on them. Send in a wave of bombers and take out their targets in Iraq. Not too complicated to figure that one out. Destroy every ISIS target, convoy you can from the air, That will cause discord, confusion in their structure, and they will back off to regroup , immediately alleviating the horrors. There. how much of a strategy do you need for that??

    Why is everyone wondering how ISIS got so sophisticated and organized? ISIS works on their mission 24 hours a day, 7 days a week, and 365 days a year. All of their thoughts, all of their efforts, all of their time is focused on their goals and that breeds success. They aren't sitting around thinking "now did I pay that bill, or oh, I forgot to purchase my OBAMA care, now I will be penalized, or I don't have enough money for the kids lunches, or do we have enough tuition money for our kids college, or if I get laid off at work I will be in the streets one week later....should I go on?

You want to get real! let this countries armed service people take off the velvet gloves and run a war military style. Take the politicians out of the equation and unleash 21st century hell on these terrorist sand monkeys. I guarantee you that for the next 500 years these pathetic excuses for humanity would hush their children with, "hush the Americans are coming." It would also provide all the argumentative armchair strategists enough philosophical bun fodder to chew on for at least one more opinion.

    So many people commenting here about air power doing the job alone. Laughable. Whether or not any one cares to admit it, including our President, boots on the ground are going to be needed. Your not going to exterminate this threat with out them.

    And ISIS is not the only group, there needs to be a global response, not just a US one, and militarily, forget diplomacy, it only sends a message of weakness. It's time to clean house, from HAMAS, Hezbollah to Al Qaeda and ISIS. The time to strike these groups in full force with a global force is now, in multiple locations around the globe. In short, it's time to take the gloves off. It's a dirty job and hands are going to get dirty doing it but it needs to be done for future security for many.

      You're right. Air power alone won't do it. That's why air power is supporting Kurdish ground troops.

      That being said, I believe that multiple mushroom clouds is a much better solution to the Arab menace.

    I've watched every singe ISIS video release. The only deaths, murders, or executions they edited out of videos in hours of propaganda footage are the two US citizens they "killed". So, it's total bunk. I've watched ISIS murder, behead, mass kill, suicide bomb, machine gun passenger cars of innocent civilians. I've watched them behead countless people in the propaganda videos. These two "beheaded" American citizens videos were edited by ISIS, it fades to black both times before there's any blood. There are the ONLY TWO cases of any ISIS video this happens in.

    The time has come to fight this war like we intend to win it. That does NOT mean lobbing dozens of laser guided bombs or cruise missiles at $125,000 a pop at the enemy. Back in the days of the Cold War, the US began building the ultimate anti personel weapon. A tactical thermonuclear warhead that expended a large part of its energy as a shower of high energy neutrons. It was officially referred to as the "enhanced radiation warhead" but you probably remember it as the "neutron bomb." These low to sub-kiloton weapons were designed to produce minimal blast damage and virtually zero persistent radioactive fallout. What they DID do was to lay down a shower of very high energy neutrons that would immediately disable ground troops with a severe (read fatal) dose of neutron radiation. This bomb would produce such a powerful shower of neutrons, that it would tear apart the DNA in virtually every cell of the enemy solder's body. Depending on the actual distance from the detonation, the affected personel would suffer everything from vomiting and diarrhea, to brain swelling and cardiac arrest. Within 8 to 48 hours, all affected troops would die in utter agony. Most would likely be praying to Allah to grant them death after spending a day or two vomiting out their own teeth.

    The last time nuclear weapons were deployed, it was to utterly demoralize a fanatical enemy that intended to fight to the last man killing thousands of Americans. We are once again facing this same kind of fanatical enemy. Thanks to 50 years of nuclear weapons research and development, the bombs I am recommending would produce far, FAR less collateral damage, while electively neutralizing all ISIS troops including those protected by armor. There would be virtually ZERO long term radioactive fallout. We will have destroyed the Islamic Caliphate once and for all. Additionally no one will ever question America's willingness to utterly crush those who would harm its citizens. If the nuclear threshold is again to be crossed, let it be to destroy the most evil force that exists in the modern world!

    President Obama said that ISIS has "failed." He should have said that our CIA has failed as well. It would be a simple matter to "neutralize" ISIS by finding and eliminating their funding sources. If our intelligence people concentrated on finding those funding sources and eliminating them, ISIS would quickly dissolve into a bunch of angry bullies driving around in pickup trucks (that would quickly run out of gas).

    The really sad part is that ISIS didn't spring up overnight. The CIA should have addressed this problem during ISIS' developmental stage. As they say, you don't kill a snake by cutting off its tail. You cut off its head. And its even better to cut off the head before it develops fangs to bite with.

    Bottom line? The CIA has been "asleep at the switch" for a long long time. And it's high time for the President to do whatever is necessary to return competent intelligence gathering to that agency – and let them "take their gloves off" in dealing with this menace.

Why? because it's for your best interest if these groups are killers plain and simple, doesn't matter if your a republican or democrat, they have to be stopped.     It basically sounds like we are screwed. We need to attack this ISIS organization. We need to set up a plan like we did when we killed Adum Hussian. It sounds like 9/11 all over again. Obama needs to get up off his butt and do something about these 2 killings. I know we don't negotiate with terrorists. But if there beheading our people on television then we need to step in and mess them up.

      Rob – Toppling Saddam wasn't wrong. The "wrong" part was the method President Bush used to do it – with WMD lies and half-truths. Instead of sending Colin Powell to the UN to tell these lies and half-truths, Bush should have sent him to rub a few real truths in the faces of the UN. Prior to our invasion, a French human-rights organization published a detailed report on the atrocities Saddam committed against his own people. Inaction by the UN against these atrocities would have been enough to get a consensus borne out of shame for not doing anything about it. And even if the UN Security Council didn't support action, Bush could have created a far wider coalition to move against Saddam. This coalition would likely have included the French – unless they disputed the findings of their own human-rights group that published the report on Saddam's atrocities (unlikely).
