Amanpour: How Obama and Romney see Iran’s nuclear ambition

The international war of nerves over Iran ebbs and flows.

Talk that Israel, the United States, or both might launch a pre-emptive military strike on Iran's nuclear facilities has been ever-present this year - but with the U.S. presidential election less than a month away, the idea of starting another war in the Middle East seems to have faded, at least for now.

Robert Gates, former U.S. Secretary of Defense under both Presidents Obama and George W. Bush, said in a speech this week: “The results of an American or Israeli military strike on Iran could, in my view, prove catastrophic, haunting us for generations in that part of the world."

“(A strike would) make a nuclear-armed Iran inevitable. They would just bury the program deeper and make it more covert," he said.

Iran and its nuclear ambitions present perhaps the most difficult strategic dilemma in the world today, directly affecting Israel, Arab states, Europe and of course the United States.

The most important ingredient required to resolve this standoff would be a functional relationship between Iran and the United States, at least one in which officials from both sides could engage in extended and constructive diplomacy.

But they cannot.

The Iran-U.S. relationship was broken after the Islamic revolution of 1979 and has been dysfunctional ever since.

For 33 years, deep mistrust on both sides, coupled with election year politics in both countries, has made any meaningful diplomacy moot. So the name of the game has been nuclear management.

If President Obama wins a second term, will he revive his early first term offer of a new approach to Iran - to resolve once and for all the nuclear case - or will the war drums beat louder again?

So far Obama’s administration has launched covert actions and sabotage efforts against Iran's nuclear facilities.

It has also imposed the toughest sanctions ever on Iran. The European Union has done so as well.

Last week saw the collapse of the Iranian riyal and flash street protests in Tehran. The crippling sanctions are hurting ordinary Iranians like never before. They are hurting the economy and therefore the state itself, but they have not changed the government's position: that it has the right to enrich uranium under international law.

Iran says its program is for peaceful civilian purposes, and a senior Iranian official laid out for me a detailed proposal for ending this nuclear impasse by improving trust and transparency.

Mohammad Javad Larijani, a senior adviser to Iran's Supreme Leader, called for a step-by-step process whereby the U.S. and its allies would receive total transparency from Iran, in return for lifting sanctions and providing security guarantees among other things.

But the U.S. and Iran are at odds over sequencing.

President Obama has vowed never to allow a nuclear-armed Iran, but says he believes there is still time for diplomacy to work as the sanctions take their toll.

But several rounds of talks between the U.S., its allies and Iran have not been conclusive, and a former member of Iran's nuclear negotiating team told me that so far the U.S. is "offering peanuts for diamonds".

Governor Romney has a lower bar than President Obama, saying if he were president he would not accept Iran reaching "nuclear weapons capability."

But experts are divided as to what exactly that means and how it would be defined.

In his recent foreign policy speech Romney said: “I'll put the leaders of Iran on notice that the United States and our friends and allies will prevent them from acquiring nuclear weapons capability.”

The word "capability" means Romney’s red line is in a different place than Obama’s. Romney appears to be implying that any enrichment of uranium to weapons-grade would be prevented. What concerns Israel and the West is the possibility that Iran might further enrich uranium to weapons grade and divert it to a military program. So far there is no evidence that Iran has done that according to the United States.

On a visit to Israel this summer, Romney seemed to back a pre-emptive Israeli attack on Iran, and his rhetoric has been more bellicose than Obama's. But like the president, Romney calls for "crippling sanctions."

Iran is convinced that the U.S. nuclear pressure is really about “regime change” – a phrase Obama has steered clear of using. But Romney says it’s worth working with groups inside Iran “to encourage regime change.”

In an interview with 60 Minutes, Obama told CBS’ Steve Kroft, “If Governor Romney is suggesting that we should start another war, he should say so.”

No one is going to lose the U.S. election by sounding and acting too tough on Iran, but resolving this nuclear issue will require creative and comprehensive engagement, and direct U.S.-Iranian negotiations. Doing so would set the stage for a more stable and secure Middle East and the world.

It could be the next U.S. president's greatest foreign policy achievement.

    When America could not solve STONE AGE Afghanistan return to normalcy, what nonsense is they talking to teach Tehran a threat of war? America is fleeing tails down from stone age Afghanistan in 2014, and after that the country will be going into the unknown once again. All talks of a war against Iran is TOTAL BLUFF, TOTAL HUMBUG. And even if there is a war, It will be Iran who will win in the long term and the world will have to pay a toll charge to Iran for oil passing through Hormuz.

        No doubt the wheels are turning against the Persians. The US and the Israelis are waiting for Assad to fall and be replaced by a new leadership that is more pliant to western policies and strategies. Without friendly Syrian airspace, any preemptive attack on Iran will be fraught with dark possibilities not that it will be a cinch.

        What happens after may or may not resemble Afghanistan but Iran had already survived a war with Iraq which was supported by American arms and has one more reason to be resilient in the face of so-called 'crippling' international sanctions led by its arch-nemesis.

        History has taught that nationalism is a very powerful unifier and motivator and people are more willing to sacrifice for their country's sovereignty and independence even in the face of overwhelming military technology and weaponry as evidenced by the Vietnam war and lately the Afghans.

        Certainly the Iranians will try to reinforce this lesson to their utmost. The rest, as they say, will be history.

      You are arrogant and uneducated if you believe that America, in a long-term war against a conventional force against Iran, would lose. Afghanistan has had mostly negative publicity because they don't show all the good that America has done there. But, in a conventional war against a force obsolete to the United States Armed Forces, there is absolutely no way that they can sustain operations against us without the use of nuclear weapons (and thats assuming that they have them)

        If you doubt that Iran intends to acquire nuclear weapons you should have no troubles to explain how will Iran possibly USE hundreds of those nuclear capable long-asnd intermediate range ballistic missiles it acquired during the last several years. These missiles cost at least $3 million each and are virtually harmless without proper warheads.

    The authoress quotes Robert Gates : "Robert Gates, former U.S. Secretary of Defense under both Presidents Obama and George W. Bush, said in a speech this week: “The results of an American or Israeli military strike on Iran could, in my view, prove catastrophic, haunting us for generations in that part of the world."

    What a realistic viewpoint this man has! Most of the people just have the movie Armageddon in their mind and think America will save the world by default. Well, seeing movies has what lead people to advocate invading Iraq, Afghanistan.

    Here are things that can happen which Gates might have foreseen when he made the comment

    a) Iran will produce a million Osama bin Ladens. each bin Laden having his own project in mind. Life will be even more exiting then. The Iranians are known to work very hard, even eating grass, to achieve their objectives.

    b) Oil price would have spiked to over 500 dollars, which causes worldwide shock, including America – where Obama will be squarely blamed for not doing enough before hand to withstand the shock. In fact even if oil reaches that price, the oil will not be available, because the insurance companies would have stopped the underwriting business for ships passing through Hormuz. The strategic reserves will not help.
    c) Response from Pakistan, who will not tolerate any attack on Iran. Earlier this year when Israel had threatened to attack Iran in April to June, it was Pak's lady foreign minister who went on record, her country will prevent the west from attacking. Pakistan has more than 150 nuclear bombs. This has not been factored in the article.

    d) About two thirds of world's LNG passes through Hormuz. If LNG tankers are hit, the effect will be unthinkable. It will melt nearby countries. The winds will carry the heat to Israel, Europe, Asia & Africa. Qatar is the world's biggest LNG producers. The effect will be really really unbelievable.
    e) The aircraft carriers are powered by a nuclear reactor engine sitting inside the ship. There are 6000 americans on board. And presently there are two such carriers. Iran could fire a barrage of anti ship missiles and if this nuclear reactor gets punctured, we have a full scale Chernobyl in the center of the Persian Gulf. And rescuing 12000 marines is an impossibility. Hundreds of americans will get captured by the Iranians. Dont even think how they will be treated. Destruction of an aircraft carrier will be history's biggest slap on the face of the American taxpayer.
    f) Russia, China and India will get sucked into the war and will take sides with Iran. It will be a world war.
    g) Egypt will close the Suez Canal – total excitement in life. Iran will still be successful in closing Hormuz, even if it means the Iranians eat grass, because they know the west will not eat grass. It is extremely expensive and practically impossible to keep a tab on marine terrorists. A small Iranian speedboat with a rocket launcher will sink a supertanker. Later, as a settlement, the world will have to pay a Hormuz transit fee to Iran. Remember – Hormuz is as close to Iran as the Potomac to Washington DC or The Thames to London.
    h) Worldwide reactions on Israel and the Jews, blaming them for everything

    Concluding, the gist of the whole story is THERE WILL BE NO WAR. ALL TALK OF A WAR IS EMPTY TALK, HISTORY'S BIGGEST BLUFF.

        Iran has the right to have a non-military nuclear program – and even enrich uranium.

        Denying that right or threatening Iran with war, on the other hand, is illegal by international law.

      Vin you are right on some perspectives but you lost me on iran closing the straight of hormuz, they dont have the military "navy capabilities and if the did so they will invite not only saudi arabia but also the eu, nato, uk, russia, india and china against them, the only country that can provide difficulty in a naval war is russia plain and simple. to me irans speedboats are a laughing stock, take a look at operation preying mantis, irans navy got destroyed by the US and is still recovering today!!! and as for the nuclear aircraft, you honestly think the us will be stupid enough to put a nuclear aircraft carrier in the caspian sea, they'll most likely dock the ship in the arabian sea and launch aircrafts and bombers from there, away from irans missle capabilities, plus also us first objectives will be to take those missles out, and irans military technology is from the 78 to mid 84's, it is out dated! As for robert gates he is right it will provide a global economic problem because of the straight, countries will get involved and this is why obama doenst favor military action just yet! to me i honestly dont care if iran has nukes, if the launch one there country is done!!! also i will expect our navy to rely on nuclear submarines and launch tomahawk cruise mssles, it will be like another libya, airdefenses are down, and take out irans missle sites, then the next step will be a land war!

        kevin, if the "powers" that be wanted to attack Iran, they world have already done so long time back. The problem is they dont have the money. And over that we seem to be to deluded into thinking that having Tomahawks and nuclear submarines will ensure SUCCESS BY DEFAULT. Sorry, the real world does not work that way. Our generation has gotten too carried away by war games on computer and by seeing the box offices. Any war against Iran will have enormous bad consequences howmuchever technologically Iran's enemies are.

        And mind you, Russia and China's main enemy is not Iran. It is America. Make no mistake about that. So therefore in case of an Iran attack, these guys will side Iran.

        Simplistic guys think bomb bomb Iran to defeat and subjugation, and then the world will achieve peace and tranquility FOR EVER AND EVER. In 1969, Neil Armstrong and Edwin Aldrin landed their space module on the moon at a a site of a big crater called “Sea of Tranquility”. If Iran is attacked, this tranquility will exist only on the moon. Not on earth. The heroes and their people will have to relocate to the moon permanently.

      vin you are still wrong, russia will not side with iran, china maybe but russia no, why because russia only will like to use irans resources, they will want oil, same with the us, if iran is attacked and regime change even happened, irans oil will be up for grabs, it is basically called economic terrorism! technically were already at war with iran, sanctioning a country is basically declaring war! russia has already pressed sanctions against iran.so the only allies iran has is pakistan, syria Venezuela. plus if us did go to war russia will probably sell iran military supplies and knowing that they dont know how to use them it will benefit yet america, one thing i do know is I as a american dont support ay attack on iran, it is stupid why? because it will cost us money!

Remember The part of Ossetia (I think North Ossetia) – when it was raided by the Georgians during the second term of W, just days before the Russians suddenly appeared on the horizon in Ossetia and crushed brutally the invading Georgian forces, W and Putin were cheering a soccer match. W said while returning home, I saw through Putin's eyes and could see his soul. I fell a sense of confidence on Putin. And see what turned out. Massive disappointment. Condy Rice was screaming but the Russians were not budging.
        Bottomline is ok you may say Russia might side with America, my opinion is it is 50:50. But China's adversary is really America.

    Here are things that might happen if Tel Aviv is attacked with a nuclear device. Israel will retaliate with its nuclear weapons and destroy the oil fields of Iran. Iran will retaliate and attack the oil fields of Saudi Arabia. The entire area will be contaminated and then the radiation will spread to the rest of the world contaminating food supplies. Oil will be $50 s gallon. The American economy will grind to a halt. The Blacks and Mexicans will crawl out of the woodwork and riot and loot. It will be chaos. We will have a standard of living comparable to Kenya, which should make Obama's legacy de-evolution. This is not like the Holocaust. You start killing Jews en masse and the rest of the world comes down with us. So think about that. It is in America and the world's self interest not to let the Iranian Hitler get the bomb.

      If he decides to attack, he will be overthrown by his own people, because the whole country will pay gas at 25$ or more.       You are absolutely right. can you imagine a war with Iran, a country of 80 million people. The USA could not handle Iraq a country of 29 million people, everyday a suicide attack. Imagine the suicide attacks by Iran and their allies throughout the world. We had 200 billion dollar debt from Iraq alone, imagine the debt from a war with Iran. Israel needs to understand that they are losing the demographic war with Palestinians. We need a two state solution and now. Just withdraw from the occupied territories and let there be a Palestine again.

    Personally, I think American should take actions to control the Iran's enrichment of uranium. Because once Iran own the enrich technique, they may start to use it to invade other countries or endanger, or even intimidate. Doing the santion is necessary, but the attack first is the most important step to prevent them from enriching uranium. By doing so, the United States can solve the problem, once for all, which Iran may cause in the future.

    Good luck. The IRI's structural foundation as a state is dysfunctional. Even Khamenie does not have all the power at all times. He could not rein in Hojatieh and IRGC intime to prevent the sanctions. How can anyone trust such an ustable government?

    People inside Iran are already suffering from these sanctions.

    Many cancerous patients are not able to afford medications anymore since US imposed sanctions have destroyed Rials value and only few people might get access to expensive cancer medicines.

    I mean, do people in the US or Israel really care? Do Americans really care?
    Why does America always make ordinary middle eastern people suffer for its own foreign policies. What do you expect from cancerous and dying people to do for you, westerners? Remove the government?!

      Damp – the Iranian people are suffering for the policies of their government. The Iranian gov't has repeatedly lied to UN/Internationlal groups about their enrichment programs and capabilities. To expect anyone to believe them now is a joke, which is what the program from Mohammad Javad Larijani is asking for – trust us in a step-by-step process (i.e. remove sanctions, and then we'll talk). Pressure works. Yes, unfortunate for the Iranian citizens – it's the same everywhere. Unfortunate for Syrians they cannot choose their own govt. Unfortunate for Lebanese they have to split their country into regions controlled by diff milias. Unfortunate for Pakistan they have a Tribal Regional that is completely outside govt control, so assasians can plan the killing of children. Unfortunate for Africans that so many nations cannot rule for the good of the people instead of amassing wealth for the rulers.

      And BTW – you seem to forget – nations engage in foreign policy decisions for the benefit of their own nation, not the other nation. There are certainly mutually benefical results from such engagement, but don't be fooled about whose interest is being looked after.

Ex President Mr. Jimmy Carter had back stabbed the Late Mahmud Reza Shah Pehlvi of Iran. Shah never reigned in terror but kept the Mullas at bay. He had well maintained the balance of power in the Middle East. Why Ms. Amanpour is kept quiet on this subject.     Our problem is that people in gov who formulate policy towards Iran and most other countries, my native Russia comes to mind, base their policy on what liberal left professors told them in colleges about that country and the world in general.
