Rwanda’s President Kagame: ‘We have a problem’

Rwanda's president, Paul Kagame, has been a darling of the West ever since he led his country out of the terrible 1994 genocide that left up to one million people dead.

After the genocide, Kagame brought economic and social progress to Rwanda by effectively using the foreign aid flowing in from the international community. These funds make up nearly half of the country’s budget.

But now, the country's economic lifeline is in jeopardy since the United Nations accused Rwanda of backing rebels in neighboring Democratic Republic of Congo. The U.N. says the country has helped to create and militarily support the “M23” rebel group that wants to overthrow the democratically-elected government of President Joseph Kabila.

The White House says that President Obama called Kagame to emphasize “the importance of permanently ending all support to armed groups in the DRC.” Kagame denies backing the M23 rebels.

“It's a big ‘no’ on the issue of saying that I am accepting this kind of responsibility,” Kagame told CNN’s Christiane Amanpour in an interview Friday. “The solution is for us to come together as two countries, as a region and be forward looking and find solutions. Rwanda is very active in this and we want a positive solution out of that.”

Despite Kagame’s denial, some of its major donors are already withholding money and financing for projects. As a result, the country’s finance minister has lowered the projected economic growth for 2013.

“I think we already have a problem,” Kagame said – acknowledging the situation in DRC is costing his country, regardless of whether or not the accusations are true.

“It has led to a problem where there is this discomfort we found ourselves in, that affects the progress of my country and also, of course, creates other problems within the region,” he said.

In addition to these accusations, Kagame finds himself increasingly criticized for a growing authoritarian streak at home.

However, Kagame does not appear worried about his legacy being tarnished – pointing to many of his achievements: “We have registered economic growth 8% year in, year out for almost last ten years. We have seen women empowered like nowhere else,” he said. “I don't know what is being talked about.”

Will Kagame step down in 2017?

Africa has been plagued by leaders who refuse to hand over the reins of power.

The Rwandan constitution says Kagame must step down in 2017. By that time he will have served as president for 17 years.

“Don't worry about that,” Kagame told Amanpour when asked if he would hand over power by that time. “We have the constitution in place. We have always tried to do our best to satisfy the needs of our people and expectations of our people.”

Amanpour asked if that meant “yes,” he would step down.

He replied, “No. It is a broad answer to say you don't need to worry about anything.”

      Mr Miliband do not confuse a post conflict county to a bankrupt one (such Rwanda). It's hard see it know but cannot survive for 5 years without international aid. All DRC needs to prove to the world that it's capable to stand to its own feet, is Rwandan regime to stop its involvement in DRC matters.

The fact that anglo-saxon countries such as UK and USA that have been adamant backers of Paul Kagame are now turning their back is more than eloquent. Let’s be rational and read all these reports. I suggest you to read “The conquerors”, written by Albert Camus the Nobel Prize winner, and you will understand. You’ll discover that Mr Kagame is a cynical conqueror that will end up like Mobutu.

    Who came up with this report that Rwanda was assisting in the DRC? What/who makes these reports Gospel? Who wrote these reports? Did they have any ill intentions? What was their evidence? Why hasn't their evidence been made public so we can all see and judge for ourself? It's just funny and condescending in the same breath how the media and the West have taken these reports as gospel. The only solution to this is for progressive African countries such as Rwanda to look to the China and Brazil for more trade and business investment in order to become free of aid. President kagame was and has been making some economic progress which is poised to make Rwanda aid free in the near future, and as a result, some people in higher places seem to have been rattled by this and the Congo allegations seem to be a blanket over the proverbial eyes. Wake up Africa!!! We must solve our own problems and hold our own leaders accountable. I really doubt anyone can give a strong argument that Rwanda has been responsible for the lack of political and economical progress in Congo. Keep up the great work president Kagame!! Rwandans are proud of you and appreciate everything you have done for our country.

    I really think Congolese should learn from all the misery that they've experienced since Belgian colonization, to Mobutu to Kagame...then take action! Would it be pushing Kabila to step down and organize true elections.

    But again, don't worry about Rwanda, Kagame is not the powerful leader he pretends to be. The only reason why Kagame and RPF tutsi led army and government are in power now is because of the stupid interahamwe ideology of exterminating the tutsis! Had late Habyarimana and Co. understood that democracy was the way to development, peace, justice, and real power for the long oppressed hutus, then Kagame wouldn't have gathered blind support from the tutsis and the international community!!!

    But what happened happened. Now RPF massacred hutus and congolese with total impunity...for now! But God is watching; and soon the Lord will bring judgement to the wicked.

Kagame has reigned with all impunity in taking our innocents' lives in the Congo and Rwanda. Kagame pillages the Congo, with its minerals and other natural resources. Kagame is the only African leader whose former close colleagues have both resigned from government key posts and left Rwanda out of fear for their lives. Rwanda is a boiling pot, without the so-important safety valve (true democracy, basic human freedom and transparency) that's needed for its human development and freedom for all. God hears the cry of the Congolese.

    Those who say Pres. kagame killed their parents are those who were commiting genocide against the Tutsi before the RPF took power and stopped the genocide, the remnants of the genocidaire system and their brainwashed offsprings. President Kagame ended genocide and apartheid in Rwanda and kickstarted socioeconomic transformation in that country. Both national, regional and international actors who understand this history are on President Kagame's side, while those who don't understand, are misled by genocidaires and their supporters. However, history is on Kagame's side and God is also. President Kagame and what he stands for will prevail in the end. just wait!

But mostly with rocks and machetes.     This first sentence that seems to guide Western countries policies toward Rwanda is already false: "Rwanda's president, Paul Kagame, has been a darling of the West ever since he led his country out of the terrible 1994 genocide that left up to one million people dead." At the scene of a CRIME, any crime, when looking for the criminal, there are always few questions: (1) the beneficial of the crime; (2) the modus operandi or how the criminal operate; (3) who are the potential victims and so on... First, Kagame and colleagues from Tutsi minority (10% of the population) wanted absolute power over Hutu majority. Without a full controled chaos, there was no power to them. Second, if you look carefully on how criminals operated, you will find one single trend taking you to authors of the genocide. Through the UN "Mapping Report", there is no doubt, Rwandan army under Tutsi minority committed a genocide in DRC. Then, if you look at how the massacres were done in DRC, you compare the killings to those done early in Uganda just before Museveni came to power in 1986, you will see a common actor. Finally, if you see similarities in these killings, you compare them to those which happened in Rwanda, you will find that Kagame and his men are mostly responsible for crimes committed in the Great Lake Region of Africa from 1980ies to now. But, some western leaders such as Bill Clinton, Tony Blair and the UN share the responsibility. The international system tend to cover these Big Fish and the smaller benefit from the whole situation. Yes, Kagame is a big liar, but the international system covers his actions.

    Kagame is a liar. So UN reports all evident that DRC suffers over 15 years of world war and genocide. Obama's administration did a good job. Right now, DRC need basic infranstructure which raise its economic and control import-export such as rail road, aeport, ports in deep sea, and road. Unfortunately DRC's governemnt is corrupted. It can't work with IMF??

      The major problem in Great Lake region is DRC. We need a new leadership in DRC who can work with community international to build infrastructure for controling import-export of mineral, petroleum and other resources. Open factory of diamond, copper, cobalt, coltan, gold, peutroleum...etc in DRC. Don't forget from 1960 to 1986, Rwandese, Angolese and Burundese came in DRC to looking for a good life.

    Interesting interview of the Rwandese president that focused mostly on DRC. Considering his involvement in the wars of DRC and evidence of his involvement in sponsoring M23 rebellion its hard to see what moral right he's got to pontificate on the DRCs problems.
    The Congolese issue has long lacked proper press coverage in the west and it is further injustice against the 6 million dead Congolese that a perpertrator of crimes against them is set in judgement over their destiny.
    It is time we heard the voice of the Congolese themselves and I look forward to Congolese advocates receiving equal air time to show another side of this sordid story.

    For my friend, who comes from Rwanda and had to leave the country during the genocide, the country was a little paradise before this all happened. They had to hide outside in the dschungle and eat bananas and she only escaped a group with machetes, because she was so naive and allowed to pass by. Now she can't believe what is happening politically in her country. So many people died and her family members are spread all over the region. You can't wash this away and bring luxery and wealth and economic growth, without paying tribute to the victims. Kigame was never really trying to bring justice and investigate who was actually behind the killings and the massakers. My friend told me, that it was of political interest and a kind of plot. You can't earn money in a rural country – a green paradise! If people are dead, they don't need their piece of land any longer!

    Rwanda is an overpopulated, impoverished and unsustainable rural country. Don't be fooled by the street lights in Kigali and other social benefits funded by blood minerals from the DRC and aid extorted from the west through blackmails. Almost 90% of the french speaking elite in Rwanda today were trained at Universities in Zaire with Zairian taxpayers money. Rwanda will never survive on its own. For how long does Kagame think a mere 8% of the population will continue to dominate the other 92%? The apartheid regime in South Africa tried that, 5% white dominating 95% non-white, with the help of the USA and the UK. They achieved great economic success, but in the end public opinion shifted, the same USA and UK imposed sanctions on the apartheid regime, and everybody knows what happened next. Does it sound familiar? Is this what is happening to the tutsi regime in Rwanda? As smart and visionary guy as he pretends to be, is he aware of the situation he is putting his tutsi brothers when the wheel of life will turn? Because it is already turning. Where will they go...to DRC...again like their Hutu brothers did in 1994?
