Rebels did not do it. Assad did not do it. Then who did? One of them must have done it. That it was not a chemical munition used would not be of help to defuse the issue. One of them must have delivered it.
Because, this is becoming ugly but, none of them points to Israel, or maybe beyond it, as the culprit.
Motive, check. Capability, check. Stealing into neighbors space, check. They are already open matters.

Well, i watched it on CNN that chemical weapons was used; if that's not true then it must be another form of media propaganda. The question is not who used chemical weapons, because no doubt "it was used" but the question is who is doing the propaganda, and who stands to benefit from it in the long run?
