As a former UN employee, I can tell you that the situation is much worse than this report suggests. The UN has a large number of people working as "temporary" staff members. This designation is pure fiction. Some temporary staff work for decades with severely limited benefits and much diminished capacity for promotion. One example, temporary staff can only work 11 consecutive months and must take the 12th month off without pay. Even if they are being rehired after their month off (typically to go back to the exact same office, in the exact same role) they lose their health insurance for the month they cannot work. There is literally no difference between the education and work experience of the temporary works and the "permanent" staff members and they often perform the exact same job. The only difference is the way they are treated by the organization.
