Crimea is just Putin’s ‘opening game,’ says Swedish foreign minister Carl Bildt

Russia’s annexation of Crimea could be just the first move in President Vladimir Putin’s geopolitical chess match with Ukraine, Swedish Foreign Minister Carl Bildt told CNN’s Christiane Amanpour.
“I think that Crimea is the opening game,” he said. “It is not that President Putin is primarily interested in Crimea. He is interested in Ukraine.”
“If you read carefully what President Putin said in his big speech in the Kremlin the day before yesterday, what he says there about sort of historical claims and those sorts of things, apply not only to Crimea but also to southern parts of Ukraine.”
“That is where we should be extremely alert at the risk of President Putin moving further, even militarily, beyond Crimea.”
And in terms of his play for influence in Ukraine, Bildt thinks Putin’s goals know few bounds.
“I’m pretty convinced that his real agenda is not Crimea, but Kiev.”
“I think he is prepared to use both economic measures, subversion, destabilizing issues, [and] economic issues – but at the end of the day what we have seen during the last few weeks is that he is also prepared to use military instruments. And that is what is scary and what is deeply worrying.”
It may not happen immediately, Bildt said, but Putin is “prepared to play this long.”
U.S. President Barack Obama announced a new round of sanctions Thursday against Russian officials and a Russian bank, designed to hit closer to the ruling elite and Putin himself.
“The second round is going to be significantly more powerful than the first one,” Bildt said. It “hits significant economic interests that are fairly close to the ruling circles in Moscow.”
“It will be noticed.”
And even without the sanctions, Bildt said, Russia will feel the pain of Russia’s actions.
“What is happening now is that we see Russia emerging as an unpredictable power.”
“That’s extremely worrying from a security policy point of view, but also from the business point of view. If there is one thing businessmen want, they want predictability.”
“And now Russia is one of the most unpredictable places that you can find around the world. That’s going to have a significant economic impact over time.”
If sanctions imposed by Europe are to have an impact, countries must be willing to bear the pain of imposing them.
“The energy dependency [on Russia] is significant for certain countries, there’s no question about that. I think you will see that changing, but that will take a couple of years to change.”
Outside of the energy sector, Bildt said that sanctions are much more of an issue for Russia than Europe.
“The European Union is not particularly dependent on Russia. Russia is highly dependent upon the European Union. The cast amount of its exports, its trade is with the European Union. The overwhelming part of the western investment that Russia needs to desperately is coming from the European Union.”
Ultimately, the question for Western powers will be whether their actions are enough to deter Putin.
“I hope that we will be able to deter him. And I hope that he will see there are enormous costs to Russia if he goes to aggression against virtually all of Ukraine. It’s not to be excluded. He has shown that he is willing to do things that most of us didn’t think that he was going to do.”
Amanpour challenged him.
“Hope doesn’t have any battalions, no brigades,” she said. “Am I to understand, is Ukraine to understand, that if President Putin decides to go militarily into Ukraine there is not much anybody can do to stop him?”
“Well in that particular case there would be no question about that. Then you will have very significant sanctions coming. And those sanctions will have a significant destabilizing effect on the Russian economy. Then I think we are entering a completely different ball game.”

Ridiculous comments. The protesters were all peaceful until Putin gave the former Ukrainian President instructions to kill protesters. Their blood is all on Russia's hands. I can't believe people still buy into this myth that these were peaceful protesters. The vast majority of the Ukrainian people, including Mr. Yanukevych and his party were for the agreement with the EU. Then Vladimir Putin applied economic coercion and threatened force. The President of Ukraine chose to listen to Putin and not to his people. With the result being massive demonstrations for the agreement with the EU. Since the army was loyal to Ukraine Yanukevych called in the Berkut riot troops from Sebastopol who had no feelings towards Ukraine. The Berkut was too little of a force against the people of Ukraine. When snipers were called in to kill demonstrators the people in Kiev became even angrier. Then the parliament, including the party of Yanukevych turned against the President who chose to flee the country. If Putin had not exerted pressure against Ukraine Yanukevych would have been welcomed back to Kiev from Vilnius as a hero, would be still in power. There was no coup. It was a popular uprising against external force from Russia against the legitimate interests of Ukraine.
Two Ukrainian soldiers have in fact been killed by the Russians. I am Russian, residing in St.Petersburg, Russia, but I fully support Kiev's striving towards independence and democracy. Sanctions against Russia? Laughable proposition. If the west was keen about good relationship with Russia, it would have promoted Ukraine as a buffer zone and also help strengthen its economically. If NATO wants to expand further against Russian interests, it should do so with the understanding that Putin will not sit quiet and China and India will stay neutral. Many posts on this article display a clear lack of understanding of global politics and geo political factors that influence local politics within eastern Europe. I implore all of you to objectively read up on Ukrainian history over the past 100 years, Soviet history, and the history of sovereign Ukraine since the dissolution of the Soviet Union. One cannot say that the United States set precedent by invading Iraq. Iraq was the second war waged in the Middle East in the early 2000's. First American forces entered Afghanistan where they attacked the Taliban, a group who committed a legitimate act of war against the American people. I do not think that Ukraine has committed any such acts against Russian people or their interests. I am in total agreement that the Iraqi wars were waged under false pretences and that the USA had no right to be there. But the USA did not try to annex Iraqi lands, so where is the precedent? These are two completely isolated issues. If one questions the legitimacy of Ukrainian government over the past 15 years just note that former Pres. Kuchma (of Yanukovych's own party) was found to be involved in the assassination and decapitation of investigative journalist Georgiy Gongadze. He also arranged rallies where the Far Right Neo-Nazi groups would claim to support his adversaries in order to negatively impact their public image. He sold a state owned steel company to his son for next to nothing (this was overturned by later gov'ts and resold for 6x the price) and he was also caught selling aeronautical defense technology to the Iraqi government circa 2000. Kuchma also arranged for the dioxin poisoning over Presidential candidate Viktor Yushcehnko during the 2004 elections between him and Yanukovych. Yanukovych supporters were found guilty of vote rigging in this same election. This precipitated the Orange Revolution in Kiev in 2004. With the US surely busy dealing with Iraq at that point in time would one make the claim that it was America then who was the aggressor and brought about the destabilization of the government in Kiev? There are endless examples of such corruption in Ukrainian politics, to claim that America has been influencing this negates the legitimate interests of the Ukrainian people in greater social, political, and economic freedoms. Furthermore, when Yanukovych took office in 2010 he had jailed the former Prime Minister and former Interior Minister and halted the sale of two news outlets owned by the Ukrainian government. Ask yourself why a leader would not want to privatize news outlets? Then look at what is going on in Turkey and Venezuela, and from there you can consider the events in Libya and Egypt over the past couple years. Read up on the topic, be critical of where you source your news, don't believe everything you read, and conduct your own primary research before making posts on public forums that are indicative of nothing if not your own ignorance, arrogance, and inability to formulate a legitimate opinion based on objective fact. You are free to believe in what you like but you will never uncover the truth with a specifically anti-American OR anti-Russian sentiment or point of view.

UN court ruled that declaration of independence for a single territory within a state is not illegal for Kosovo. Same principle applies to Crimea.
Kosovo voted for independence, in Crimea we see a parody on voting in presence of occupation forces and "vote" was not for freedom, but joining Russia that has other name – "prison of nations".

Roman: The U.S. did not annex Iraq and vote it into it's territory. The U.S. did not take Iraq for its own. But I'm still not sure why Crimea was given to Ukraine in the first place, I mean, shouldn't they have seen this coming? Especially with all of that "Crimea has always been a part of Russia" (Pres. Putin) talk you'd think this would have been solved much sooner if all those Crimeans wanted Russian status so badly. Besides, if it was about "protecting their people" (Putin) then why not just use all of those passports handed out by Putin to accept them into Russia itself instead of using all of those resources to include another Territory. I believe the answer lies in Putin's perceived "sphere of influence" which he is fighting for and can only be gotten at the expense of another country's borders.

Spoils of war do not need to come in the form of land. It all is down to economy interests and homeland security in the long run. US gets its oil. Russia gets its port AND gives the populace a chance to live in a country with some money on its bank accounts. These Russians won't be obliged to use Unkranian language either.

People still remember about deportations, russification etc. What Russia does today is trying to re-write the borders according to its own interests, disqualifying the other neighboring countries. She is dreaming about XIXth borders, but we're now in the XXIst century and leave in an open global economy. Yeah, acting by force she quickly took Crimeea (also by breaking treaties that she signed), but she also quickly lost respect which is very hard to achieve back.
I do not mind if Russia leaves Ukraine alone, that way it will collapse even faster. Ukraine probably deserves what it gets. Maybe finally they will stop stealing Russian gas and beg for money. Maybe finally EU will fund all those corrupted politicians and oligarhs in Kyev. I just doubt EU has that much money to be pumped into that chaos. I am sorry for Portugal, Spain, Italy and other EU countries who need that money, now it will go for Ukraine where it will be simply stolen.

Maybe once the EU has poured its money and resources into the rest of Ukraine. Right now Kyiv is not looking overly attractive to anyone, the capital of the poorest country in Europe (including Moldova and Albania), broken infrastructure, an economy on the brink of a default, unhappy radicalized population (and a rather big one – a third of Russia's own).

Many against the methods used in the Crimea , most do not support the break of Ukraine to the West and the East, no one will fight against the Ukrainians in any promotion , except for special units . Although Putin's rating is high , many Russian would have been regime change , a change of course . Many would like to rapprochement with the EU . Many rightly fear the U.S. and NATO . 1) West was hoping that Russia would answer with the same weapons — mobilizing the east. But the east is far from the capital, and they (media) would have served us with «real Ukrainians» in Kiev, and some «East people» manipulated by Russia.

It's important to put real sanctions in place to remind Russians they will pay for their acts. Otherwise we'll all pay a much larger price later on. It's always hard to argue with people who don't even try to look at the situation from another point of view. Russian people know that tv channel reports can be biased, so we read and watch western and ukrainian media too (you can be surprised, but my home tv shows euronews, bbc and cnn as well as russian channels =). Most of western people believe that their media sources are unbiased and "free", because this "freedom" is some kind of ideology. So they simply don't read others and call it "propaganda". In fact, there is propaganda from both sides now. The truth is somewhere in the middle. Russian channels show mostly opposition crimes and radical nationalists, western – former ukrainian government's and russian "occupation".
Crimea is really mostly pro-russian state, I know some crimeans, all of them support current actions of Russia. You can easily check real opinions by looking for crimeans accounts in social network. Believe me, Putin doesn't have such power to make millions of fake accounts. Of course, the affiliation of Crimea is not as legal as Putin says. On other side, revolution is surely illegal too, and there is really no legal power in Ukraine to negotiate. This is real politics, and the only way to defend russian interests in this situation. NATO countries violated their promises many times, and will act further to weaken Russia and any other strong non-western country by supporting revolutions, sponsoring protest movements and show its leaders as aggressors. There is no "evil" in their actions, just their business. I really didn't want to spend my free time to write comments here, but it's always a pity to read such unjust opinions about your country and people. If somebody knows, where I can get my money for a putinist propaganda comment, please tell me =)

Putins next move is going to be a political one, to dash the current regime of the ukraine by the soon to be expected presidential and parlamential elections and he can not do that when those (russian) regions do not belong to the ukraine any more.
So there wont be any military escalation anytime soon, at least not up until after the election, sceduled to take place at the end of mai.
The fight for the rest of the ukraine is just about to start, and it does not look like the west is going to win over western ukraine very easily, with a de.illusionited western Ukraine with an impotent interim gov, which is forced to adhere to western rules and tribulations, and a high turn-out of voters in the eastern (russian) part, with Putin giving it for free.
I don't think that Russia, is capable of occupying and controlling the entire Ukraine, even if it wants to. Ukraine which is twelve times larger than the Republic of Georgia, from which Russia tore chunks of territory after the brief war between them, is larger than France and slightly smaller than Texas and has a population of more than 40 million. It would be foolish thinking by the Russians to assume that the Ukrainians will just sit and do nothing if they do try invade Ukraine. The Ukrainians showed that they are not docile.

The NATO bombing killed 1,300 members of the Serbian military, 6,000 civilians, of which 2700 children, while more than 20000 people were injured. Material damage was all over Serbia, mainly to civilian objects, worth tens of billions of dollars. Nobody paid for it.
The bombing was carried out illegal, that now recognized by all West officials. Without the UN or the Security Council decision.
Why? To fragmented sovereign state recognized by the UN. Because the West did not match the Serbian authorities. They invented that Albanians threatened, armed them, and supported in their struggle against a sovereign state. After they saw that it was not enough they attacked Serbia themselves. Monday denounced as an act of anarchy the robbery of Russian passengers
on board a train in Ukraine by ultranationalists last week.
On Friday, a group of uniformed men boarded a train from Moscow in
the southwestern Ukrainian city of Vinnytsia under the pretext of an ID
check.
“Passengers with Russian passports were forced to hand over their
money and valuables. The robbery was accompanied by ‘political
brainwashing,’” the ministry said in a statement.
The men were wearing uniforms of a WWII-era nationalist group, the
Ukrainian Insurgent Army (UPA), which was responsible for massacring
thousands of Polish, Jewish and Russian civilians in western Ukraine
during and after WWII.
“It seems as if the anarchy of the 20th century is being revived in
Ukraine,” the ministry said, adding that local police refused to listen
to official complaints by Russian citizens.
Moscow has repeatedly expressed grave concern about the rise of
ultra-right nationalism in Ukraine, especially in western regions where
ultranationalist and anti-Russian sentiments are traditionally strong.
Last Tuesday, Russian President Vladimir Putin condemned the new government in Ukraine
that came to power following the ouster of President Viktor Yanukovych
last month, saying their seizure of power has allowed extremists to
strongly influence the country’s civil and political agenda.
Putin also said that Ukrainian "nationalists, neo-Nazis, Russophobes
and anti-Semites" bore full responsibility for the civil crisis in the
country, which prompted people of Crimea to vote in favor of seceding
from Ukraine and rejoining Russia."

criminal case under article ‘Arbitrary behavior’,” the spokesperson
said.
He added that on the recent weekend (March 22-23), the shipment of
seized trucks was divided into two parts: 21 vehicles were left on a
parking guarded by the police, and the rest was transferred for keeping
to supporters of the Right Sector. After that, the trucks were lost.
Representatives of the carmaker said the vehicles could be taken away
from the city.
March 17, militants of the Right Sector de facto arrested a shipment
of trucks that the management of KAMAZ trading company prepared for
shipping to Kazakhstan. In order to return the vehicles, representatives
of the carmaker addressed Ukraine’s Prosecutor General’s Office, as
well as Russia’s and Kazakhstan’s ministries of foreign affairs. “As far
as we know, the diplomats joined the activities aimed at returning the
carmaker’s property,” KAMAZ OJSC spokesperson said."
