In an interview with CNN's Christiane Amanpour on Tuesday, Estonian President Toomas Hendrik Ilves called for a "physical presence on the ground" in the region as a deterrence against Russia.
Estonia, a former Soviet republic that shares a border with Russia, is now a member of NATO. Its leadership has been outspoken expressing concern about Russia's incursion into Ukraine.
"We need more exercises," President Ilves said. "We think that the decision to increase the number of planes providing air policing in the region is a very good one."
"But given the uncertainty that we see to the east and the kinds of actions that we’ve seen in the east, we need to make sure that others understand that this is not something to play around with."
Amanpour asked President Ilves what he thought Russian President Vladimir Putin's "goal" was.
"We are in new territory right now. The rules have been broken."
Russia's interference in Ukraine and annexation of territory are "out of a playbook that we last saw before World War Two," the president said.
"So that makes it very difficult for us to actually be able to guess what is in one or another person’s mind."
Estonia has had more experience with Russia than most. President Putin was instrumental in trying to organize a referendum on autonomy for some of the Russia-speaking areas of Estonia, which was then struck down.
“The propaganda that is emanating from the Kremlin in the case of either Ukraine or the Baltic countries – or, in fact, the United States – is at a level which we have not really since seen since the 1950s,” President Ilves said.
The question for those countries is how they can rein in President Putin. Two rounds of sanctions targeting Russian and former Ukrainian leaders seem to thus far have had little effect on changing Putin’s thinking.
“I think the consequences of his actions will lead to a dramatic downturn that we already are beginning to see in the economy of Russia,” Ilves said.
The European Union will likely, the president said, extend the list of “sanctions and sanctioned individuals” at its next meeting of heads of state.
“Is that enough,” Amanpour asked, “to deter President Putin?”
“We don't know,” President Ilves said. “Now that's our problem.”
President Putin’s actions are not in the “understanding we have of the behavior of countries, as we've developed those understandings over the last quarter century.”
“It's hard to predict, frankly.”
“But long as we think that the…rules of behavior are more or less understandable, then you would think that sanctions of this type will have an effect.”

I watched Christine Ammanpour's incredibly one-side "pro-Ukraine" CNN Talk Show yesterday when she interviewed the Estonian President and I was aghast at the propaganda and biased she showed for him and US & EU Leaders giving them many chances to speak but not once gave the same chance to Russian Leaders to speak.
Outrageous for a so-called unbiased news media– Give us a break!

Estonia was an independent country before it was invaded by Russians in 1940 and occupated till 1991!!! Russians invasion on Estonia was part of Ribentrop-Molotov agreement (Hitler-Stalin agreement).

I assume you're an Estonian, just like me. Or even if you aren't that's not really what matters. What matters is that our dear little Estonia was a part of russia until 23 years ago. Yes, the US used to be a British colony, in fact not just British but there were also Swedish, Dutch, Spanish, French, Russian colonies and probably more. The point is that was centuries ago, the United States have been there for ages now, opposed to Estonia which is still a pretty young, inexperienced, but a sturdy country.
Us being called a former Soviet Republic is as offensive to me as it is to you, but I wouldn't call it an ill-advised statement, especially as we are talking about Russia here, which makes up a huge part of our past. I think being referred to as an former Soviet Republic here is to show that we've had to deal with those cruel, inhuman rulers of Russia throughout a huge part of our history. And let's not forget we were a part of the Russian Czar State for centuries before we managed to beat them up in The War of Independence. An independence that barely lasted for 20 years only to be slaughtered and deported all over again by the Russians, although this time, by the "Reds" not the "Whites". So our country hasn't existed for even half a century yet in total, whereas the US have been around "forever" compared to us.

Estonia had no choice to side with anyone in WW II: Russian army occupied Estonia in 1939, after that there was the deportation of thousands of Estonians to Siberia in 1941 and also mobilisation to the Soviet army. When the German army entered the Estonian territory there was again forced mobilisation.
Well, we had to choose between bad and worse. Before Germany invaded USSR estonians alread suffered large scale deportation, repressions and mass murders by soviets.

Your name not withstanding, you are clearly either posing as an Estonian, or you a native Russian-speaker in Estonia. Your syntax and your word choice are not those of a native Estonian speaker whom is is writing in English (admittedly, very well;) yes, I speak both English and Estonian; English being my first language. For those whom do not-the name used by Juhan translates into "John Trashman."
If the independence you speak of is that following the Tartu Peace Treaty-it was not "given" it was earned; and it was in 1920-not 1918. Furthermore, it was earned after Estonia beat Russia, thereby ending the Estonian War of Independence. Independence is not something to be given-it is a right. Perhaps in this statement, you are correct; we Americans cannot fathom the Slavic mind; however, the vast majority of my friends whom hail from Russia and other Slavic-majority countries tend to agree with me. Perhaps it is the mindset of a nation largely self-purged of its on intelligentsia that some in the West cannot fathom. Moreover, the independence that was won ended Russian imperial control of Estonia that had been unbroken since the cessation of the Great Northern War.

President Ilves is an American whom renounced his citizenship to work for the nation of Estonia. (He has been both an ambassador and presdient.)
That is amazing that any country would ever elect a foreign national as president. Most countries citizens would never tolerate that.
He's parents were Estonians, who escaped from russian terror in the IIWW to Stockholm. Mr. Toomas Hendrik Ilves born in Stockholm and moved to live to U.S on 1957.
And please tell a world Why the President of Estonia is more Estonian citizen (born in Sweden, lived in US) than a woman who born and lives in Estonia ALL THE TIME, paid always taxes, and she is not a Citizen ?! Tell the interesting story once again.

Citizenship derives primarily from one’s parents; it is conferred automatically if either parent is Estonian. Children born in the country after 1992, who are younger than 15, and whose parents are stateless residents who have lived in the country for five years, are eligible to acquire citizenship by naturalization at their parents’ request.
For the parents to acquire citizenship by Naturalization you need to pass the language and civics test which 54% of people who have taken have passed. The problem is with people who after who knows how many years of living and working and paying taxes in Estonia still can't speak Estonian. Also some choose to remain stateless while others choose to be Russian instead.
Baltic nations have never been 'compatible' with the Slavic mindset. From my memory, you guys were always too different. I'd say, too European. Everyone saw that, and every Russian perfectly understood that too. There was NOTHING that could have been done to bond with you, to assimilate you, or to win your love. And my personal sentiment has always been that taking you into USSR was a big mistake – a dear mistake that has imploded USSR from within.
The calls for an arms race however, appear to be short-sighted. Do Estonians really need an extra NATO plane or two cruising over their heads so that they could sleep well? Are you serious? Russia has 1,247 nuclear warheads – can you draw that many dots on a piece of paper? How much time it will take you?
If I wanted to sleep well, I'd make my enemy closer to me. You saw what happened in Ukraine – why didn't you step up? You're European, right? So why didn't you suggest that the Ukraine's problems were resolved the European way? There are good examples in Europe where folks speaking different languages can co-exist in piece, stay neutral and prosper at the same time within one state. If you stepped up and suggested that from the day one, your voice would have been heard. You didn't. Why? That would've violated your principle of subordination? Didn't want upsetting your 'allies'? If so, are you really independent? And now – a blame game? One guy responsible for everything? Poking the bear with a stick in order to sleep well? Labeling one guy with a stick a freedom fighter and another guys with a stick – a terrorist. Why? Because that piece of puzzle perfectly fits into your childish book of stereotypes?
Sometimes I think that many European leaders such as Ilves or Hollande are hired actors, the 'talking heads' that read someone else's scripts. Not a single strong personality, who is truly honest, truly independent. Someone who does not sing along the choir, but has the guts to step up and express his OWN opinion. Opinion that's free from the stereotypes, is a result of deep analytical thinking, not another parrot or a monkey, who tracks his popularity from twitter. Very sad really.

Perhaps someone would be interested in listening to an independet point of view from russian citisen as i am. Right now i'm sitting in the center of Moscow and i am ethnically russian (not ukrainian, jewish, estonian nor enything else). First of all everyone has to realize that russian people ARE NOT FREE. The whole country are put in such conditions were people cannot think objectively. Most of the people (those that live not in big cities like Moscow or St.Petersburg) live in very poor conditions (poverty, no roads, poor and old infrastructure, low quality of healthcare, bad food, terrible corruption, poor education, very big stratification of society). They don't have access to internet. They can only watch government regulated TV channells that are fiilled with terrible lies. And even those who have access to Internet can only read russian media sites that are controlled by the government too. Actually there is no independet mass media in Russia AT ALL. When i say "at all" i mean really AT ALL! Maybe except few personnel blogs. Putin is not botherd about foreighn mass media because in russia almost none can speak english at level that allows to understand news in english. Living in Moscow and working in a big finantial company i personally know only 3 people (except me) who can understand english well enough for that. I realize that there is no independent mass media in the world, but it's allways useful to read at least different points of veiw to make your own opinion. All mass media in Russia repeat the same point through all the channels all day long (and very often): "terribly bad crisis in the West", "western people live in very bad conditions", "US/UK/Germany/etc failed here or there", "Russia is the light of the world", "Putin has decided to do this or that", etc. Why am i saying so? For you to realise that absolute majority in Russia DO really support Putin in all his decisions and really belive in all that lies. Considering this i tend to believe that the majority of english speaking people here who support Russia and blame US are really paid russian commentators.
There is also one big problem about us russians. That is that nationalism that has been imposed through the ages by the leaders of the country. Travelling across the world (and not only travelling, because i also lived for 3 yeard in Denmark) i made my point of view that the poorer the people live the more they are imposed the nationalism ideas by their leaders. That happenes because it is much easier to control the nation that believe that it is a very special one than those that believe that all people are equal.
This all is very sad because i can't see good future for Russia. All moves here a leading to the loss. If NATO is not get involved and don't station troops next to the border of Russia Putin will surely annex eastern Ukrain and get what he wants (which is absolitely wrong and i know a bunch of ukrainians from the east part who don't want that at all). And his internal raiting will rocket again. This will no doubt lead to the isolation of Russia. If NATO get involved Putin probably would be put in his place and most Ukraine will be free from his clan corruption but he will tighten his grip on russian people stronger and they will suffer much from this. This will lead to the next level of brainwashing and prosecusion for different thinking. I don't know what to do here.
And especially for those who are going to blame me in getting paid by the US for this post: NO i don't approve NATO bombing Serbia and Irak at all, but i do approve the same in Afghanistan and Libya.

In the case of Ukraine-Crimea, it has been an overwhelming majority of citizens who voted to join Russia; probably a vast majority of citizens in east Ukraine would also prefer to join Russia. Irrespective of Putin's daring-do, the majority of citizens' aspirations must be respected.
I think you are right. Nobody know how last long for this crisis will be end.But one thing for sure is the future of Russians not much brightening. And Putin will put more pressured on his own people.

Why don't Estonians bring up their social revolution in June 1940?
Estonians held a massive protest carrying banners with slogans to overthrow the government who was not willing to sign a treaty with Soviet Union. Estonian people overthrew the president and disarmed the army and police plus liberated all pro-soviet political prisoners who immediately became members of the people's new socialist government.
Estonian citizens demanded on the streets that the new government would immediately travel to Moscow and ask to be annexed to Soviet Union.
Estonians jubilated on the streets when the delegation managed to persuade Stalin to annex Estonia.
In 1939 Estonians happily bombed Finland to please and persuade Stalin to annex Estonia.
Estonian citizens were communists in 1940 and they united to overthrow the regime, they imposed non-democratical elections where western-minded were not allowed as candidates or even vote in the elections, they imprisoned president Päts and general Laidoner, not Russians..
It is also their own fault that they voluntarily sided with SU. Finland was also united – against SU – and more Finns died in the winter war than Estonians who a few years later were deported to Siberia and died.
Why aren't Estonians talking about EKP, Estonian communist party, who was massively supported by the citizens?
When Russian soldiers "invaded" Estonia not one shot was fired, instead they were greeted as liberators. Today Estonians have convieniently forgotten that part of their history and blame solely Russia.
In summer 1939 Laidoner estimated that Estonia could militarily hold off Soviet Union for three months, whereas Mannerheim from Finland estimated that Finland could hold SU off for three weeks.
Estonians could use some self-reflection instead of doing their everything to irritate Russia and start WW3!
